In support of a Business Area with over $1 billion in annual revenue and material spend in the hundreds of million across a very diverse set of suppliers and commodities/categories, directs the daily operation and leads and coordinates cradle to grave procurement activities - materials, equipment, supplies and services of a highly-specialized and complex nature based on program specific requirements and specifications. Prepare and issue complex subcontract types. The Subcontract Manager is responsible for the effective and efficient operation of the Jacksonville Ship Repair (JSR)Subcontracts Department. Leading the procurement team through government agency audits and ensuring that JSR's approved procurement system remains compliant. Subcontract Department operations include supporting the subcontractor strategy for the bid and proposal (B&P) effort; issuing solicitations and analyzing bids; perform make-buy analysis/decisions; justify, award and issuance of purchase orders (PO); remaining in compliance with all relevant regulatory body and multiple contract type requirements, and supporting the contractual aspects of the PO and Terms and Conditions during execution. The Manager reports directly to Ship Repair's Procurement Director of Subcontracts or all procurement procedural and compliance matters, and reports to the JSR General Manager (GM) regarding JSR related strategies and to report subcontractor status.
Leads and manages JSR's Subcontract Administrator team in strategic proposal planning, preparation, solicitations, negotiations, awards, terms and conditions, subcontract management/administration, and subcontract execution for assigned programs, including any subcontract agreements. Supports and leads subcontractor risk mitigation plans, implementation, and progress monitoring throughout the Program's lifecycle. Identifies risks and opportunities and creates/drives plans to mitigate and realize them. Supports sales forecasting and drives performance to operating plans. Develops and executes compliant subcontractor Small Business Plans as required by JSR's prime contracts.
Drives continuous improvement initiatives. Develops and maintains professional and dependable relationships with both internal and external customers. Responsible for all aspects of procurement compliance relative to FAR, DFAR, applicable State and Federal government guidelines, and BAE Systems policies and procedures. Will also be responsible to review and approve complex subcontractor strategies and provide makebuy analysis recommendations for Prime Contract proposals to ensure accuracy and alignment with business unit's annual goals and compliance with applicable FAR/DFAR requirements. Coordinates development activities among BAE Systems Supply Chain. Ensures quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the organization. Participates in and contributes to Subcontract Management Reviews, technical evaluation review meetings, and provides leadership guidance with subcontractor partner assessments and audits. Generates and authors Subcontract Management Plans compliant with JSR's prime contract requirements and identifies methods for risk mitigation in managing subcontractor control. Supports planning, execution and reporting of subcontract material and labor budgets, and estimate at completion (EAC) inputs. Work closely with Estimating, Operations, Programs and Contracts to develop subcontractor strategies including make-buy processes, packaging work and negotiating costs to support the price to win process throughout the Proposal phase.
Required Skills and Education
Typically a BS Degree and Minimum of 6+ years' work experience on government contracts, preferably ship repair, complex CNO Availabilities or Associates Degree and 8 years' equivalent experience or 10 years' equivalent experience.
Familiarity with defense (preferably ship repair) industry & regulations and the Understanding of the role of subcontractors.
Experience leading major procurement efforts in a Department of Defense (DoD) contracting environment
Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
Understanding/knowledge of CPSR audits and requirements.
Comprehensive understanding of subcontractor solicitations and bid analysis/process
Strong work experience generating, negotiating and executing major subcontracts/purchases.
Project / Supplier Management
Proven leadership and organizational change experience
Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).
