Summary of Position:

The Purchasing Agent performs price quotes, product comparisons, monitors delivery commitments, qualifies vendors, researches product substitutions and facilitates FDA recalls. Performs routine contract terms and conditions review and evaluates vendor performance in support of the contracting team, as necessary. Submits approved catalog orders to vendors in accordance with contract portfolio. Places Non-Standard Purchase Orders in support of the Health System departments' requirements, as necessary based upon contract and standardization initiatives. Communicates effectively with department managers on purchase policy, product availability and acquisition costs.

Qualifications

Education:

  • High school diploma or equivalent education/experience
  • Bachelor's degree preferred

Experience:

  • Minimum of two years recent experience in Materials Management, Supply Chain Management and/or Purchasing and Distribution which includes using a computerized materials management information system; Healthcare specific highly preferred
  • Experience managing supplier performance, contract compliance, and capital purchasing is highly preferred.

Previous experience using Materials Management Information System software preferred.

Knowledge/Skills/Abilities:

  • Strong Microsoft Office Suite skills including intermediate or better experience in Microsoft Excel
  • Sufficient computer skills as are required to complete an online application and the pre-employment/annual online orientation requirements
  • In compliance with patient safety standards, must be able to effectively communicate in English; Bilingual abilities preferred
  • Knowledge of Supply Chain practices, policies and procedures required.
  • Knowledge of applicable state and local sales tax laws preferred.
  • Knowledge of medical terminology and product specifications preferred.
  • Working knowledge of Anti-kickback and Stark Laws.
  • Working knowledge of accounting and general ledger principles required.

Certifications/Licensure:

  • Certified Materials and Resource Professional (CMRP), Purchasing Manager (CPM), Purchasing Professional (CPP) Professional Purchasing Manager (CPPM) or Accredited Purchasing Practitioner (APP) preferred.

Essential Functions

  1. Provides consistently exceptional care at all times.
  2. Receives and processes all assigned purchase order requests for supplies, equipment and office supply requests within specified time limits.
  3. Determines current pricing, freight and payment terms ensuring compliance with GPO and local contractual obligations.
  4. Manages and addresses returns, backorders and lost/damaged shipments.
  5. Assists departments in the preparation of product specifications and contracts.
  6. Investigates complaints and problems and makes recommendations for solutions and/or adjustments.
  7. Instructs departments on Barton's purchasing policies and procedures.
  8. Monitors purchase order exception reports and coordinates corrections with Accounts Payable on a timely basis
  9. Analyzes changes or new issues in materials and supplies to reduce costs and improve quality.
  10. Monitors Health System's vendor management system to ensure policy compliance.
  11. Governs supply chain duties for product recalls across the Health System.
  12. Responds to the needs of the department by performing other duties, as necessary.
