Projects, Grants and Contracts Manager $23.92/hour DOQ. Full-time + employer paid benefits package (medical, dental, vision, life, vacation leave, sick leave, retirement)

Summary:

The majority of the Citys major projects are funded through external sources, primarily grants. A major component of this position will to be seek out and secure grants for future projects. Plans, directs, administrates, and tracks activities of designated projects to ensure goals or objectives of these projects are accomplished within a prescribed time frame and funding parameters, including, but not limited to, grant-funded and capital programs for all City departments and disaster recovery administrative activities for the City. Performs all contract management responsibilities for grant-funded capital improvements. Produces the budget for the Five-Year Capital Improvement Program and ensure CIP projects are finished on time and within budget. Project Managers also act as a liaison between the project team and upper level management. Prepares and present progress reports and ensure projects are furthering organizational goals. Help motivate team members to hit their measured goals Develops and produces project documents and materials for the City, the public, and State and Federal agencies. Also serves as professional liaison for the City at County and State level meetings.

Project, Grants and Contracts Management Duties

Plans, develops, organizes, and manages grant and capital program for the City. Produces correspondence, reports, charts, and forms relevant to disaster recovery administration. Researches, composes and produces technical documents such as grant narratives, budgets and proposals. Instructs and/or presents ideas, issues and projects to public in meetings and seminars. Reviews project proposals and plans to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project. Completes project management of grant-related projects from budgetary submission and approval through competitive bidding, selection, design services, and construction to completion and project closure, including reimbursements and expenditure detail. Establishes work plan and staffing needs for each phase of grant and capital projects and arranges for assignment of project personnel by conferring with project staff to outline work plan and to assign duties, responsibilities and scope of authority. Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget. Coordinates project activities with activities of government regulatory or other governmental agencies. Oversees the administration and management of all ongoing term contracts, leases, and agreements renewal dates, deliverables and critical milestones. Reviews professional services, consulting, construction, personal and real property leases, licenses, real estate purchase/sale agreements, development agreements and intergovernmental agreements, which includes review of all monetary deliverables associated with these agreements. Initiates any actions necessary to correct deviations or violations. Supervises the coordination for changes in contracts, changes in billings related to billable contracts, implementing billing for new contracts and discontinuance of billing for expiration of contracts. Prepares compliance letters to City staff, contracted vendors, lessees, and other relevant parties when necessary. Works closely with Finance, Revenue, and other Division/Section staff on project goals, activities, outcomes, and deliverables. Prepares and presents written reports for Council communication and to Department/Division/Section Heads on the Grants and Contracts programs. Attends council meetings, commission meetings, leadership (as needed) and extended leadership meetings Develops and maintains post-emergency (recovery and mitigation) management policies and procedures for the City of Destin, to include coordination with other units of government such as FEMA, D.C.A., DEP, and Okaloosa County. Prepares and proposes budget to control costs and allocate funds for City grant management needs. Acts as authorized agent for the City of Destin to FEMA and DCA following a disaster, administering documents and rectifying all Damage Survey report activities for reimbursement purposes. May serve as a member of the Citys Bid Committee as directed. Performs other duties as needed to facilitate the accomplishment of departmental goals and objectives, or as directed by the Deputy City Manager and or City Manager.

Special Projects:

Undertakes special projects as designated by the City Manager and produces final product. Uses desktop publishing resources to create attractive and well-formatted documents for designated projects. Researches and composes documents such as news articles and press releases to be released through the Public Information Manager.

Required Knowledge, Skills and Abilities:

Ability to coordinate with all parties involved in the grants, contracts, and payment processes of a large number of on-going projects and grants. Advanced knowledge of Federal, State, and Local contract and grant regulations, including considerable knowledge of grant programs, application procedures, and administrative requirements. Ability to read, interpret, and write complex grant and contract applications, proposals, agreements, and other written reports; may conduct presentations to internal and external parties as required. Ability to track a large number of varied grants and contracts projects and assure completion of appropriate paperwork, authorizations, signatures, licensing, bonding, sureties, insurance, payments, and regulatory compliance. Considerable knowledge of grant programs, application procedures, and administrative requirements. Advanced knowledge of current financial and accounting practices, and ability to apply them consistently in accordance with Federal, State, and local regulations. Ability to develop and implement effective operational processes and practices. Demonstrated ability to act ethically and to encourage/support honest and ethical behavior by others. Ability to direct, supervise, evaluate and train personnel, ensuring high level of service standards are maintained for both internal and external customers. Demonstrated ability to maintain a high degree of confidentiality, organization, accuracy and attention to detail. Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand. Ability to review, update, and administer contracts, grants, and consulting agreements of all types and for a variety of purposes in a workable and concise manner. Ability to establish and maintain effective working relationships with City of Destin employees, contractors, consultants, auditors, and the general public. Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.

Language Skills:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks.

Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Supervisory Responsibilities:

Direct supervision of City Employees is not required of this position. However, this position requires the ability orchestrate the actions of all City Departments by communicating, coordinating and implementing the goals and objectives of the City Council, City Manager and Deputy City Manager. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; addressing complaints and resolving problems.

Minimum training and experience required to perform essential job functions:

Bachelors degree in public administration or project management and four years experience in the field; of project management, management engineering, resource management or total quality management; experience in the above identified fields at a supervisory level. Governmental experience highly desirable. Office 365 highly desired, MS Word and MS Excel required, MS Outlook and MS PowerPoint desired.

Licenses or Certifications: Project Management Professional (PMP) certification or Associate in Project Management (CAPM) certification preferred.
