Technical IT Portfolio Management SME



Work you'll do


Build and validate accurate and complete cost models to include model automation through macros, Visual Basic, Python, or other modeling tools. Make effective use of computational methods and tools. Work as a part of an integrated IT Portfolio Management Team to include direct interfacing with program offices and senior CIO-T leadership. Assess and advise the client on a variety of portfolio management, Technology Business Management (TBM), and business case modeling techniques. Recommend when to implement different types of models, demonstrating the ability to develop technical solutions and review proposed solutions to determine if they are feasible and correctly utilized. Support SharePoint and DecisionLens implementation. Assist in the development of management level briefings and present briefings as necessary. Demonstrate problem solving skills that demonstrate a broad understanding of Client's portfolio management, cost estimating principles, the role and responsibilities of CIO-T, and the Client's 40+ IT programs and AWS fundamentals. Act as trusted technical modeling and quantitative analysis advisor to the leadership.

Qualifications

Required:

  • Active Top Secret SCI Clearance Required
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • BS or BA degree, or higher in Operations Research, Mathematics, Statistics, Data Analytics, Industrial Engineering, Economics, or Business, or equivalent work experience in finance or business.
Preferred:
  • Background in data manipulation and developing data driven recommendations, particularly with regards to CIO-T and the Open IT Portfolio.
  • Understanding of the Client's mission and organization structure, and broad knowledge of the National System for Geospatial Intelligence (NSG), NSG partners, Department of Defense and Intelligence Community (IC) intelligence oversight organizations, missions, and organizational priorities.
  • Programming skills in languages such as VBA, Python, SPSS, R, C#, Stata, SQL.
  • Ability to coach, guide, and train junior modeling and simulation team members.
  • Experience with machine learning.
  • Advanced MS Excel modeling capabilities, specifically strong familiarity with \"in sheet\" formulas, macros, and VBA; mandatory proficiency with all other Microsoft Office tools.
