PRIMARY FUNCTION

The six health-partners in the South East region recognize that to achieve person centered, effective care coordination across the system, enhance the ability to make best use of collective resources, achieve more system-like behavior, and have the agility to address future funding changes, a major, system-wide   clinical transformation is needed. This clinical transformation will meet clinical information needs of both the health-partners and the region. Lumeo, a regional Health Information System will support the “one standard of care and journey for the people we serve” vision identified by the partners' clinical leadership. This program opportunity will enable the sharing of information seamlessly across the six health-partners, connecting the personal health information into a single cohesive story and reducing the variability of care provided.

 

Reporting directly to the Lumeo Operations Director, the Manager, Technical Integration and Reporting, oversees a team of technical and reporting analysts, with a focus on supporting the integrations and reporting/data extract from the Regional Health Information System (RHIS) (Millennium) for the South East Hospital Cluster. They are responsible for ensuring smooth technical operations of the RHIS, proper integration of devices, continuous flow of information in and out of the RHIS and timely reporting out of the system. In addition, the manager will provide guidance and support key regional stakeholders on system integration, device connectivity and reporting.

 

Within this role, the employee is accountable for contributing to the delivery of the Regional Health Information System (RHIS) strategy and ensuring integration with other workstream managers, clinical leaders and regional governance to drive standardization. As an employee, one must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care in all we do.

 

 

RESPONSIBILITIES & DUTIES INCLUDE:

 

Project Management

  • Oversee day-to-day management and workload of the Technical operational team members and provide guidance to meet business needs

  • Defines and communicates goals and expectations to staff clearly, ensuring they support the broader process/operation, and provide technical guidance and direction to staff as needed

  • Coordination of hardware and software support for production and non‐production environments for Oracle Cerner infrastructure including servers, network connections, storage and backup, operating systems, virtualization platforms, and desktop devices

  • Identifies, tracks, manages, and mitigates/resolves risks and integration issues, ensuring systems teams conduct routine system monitoring

  • Updates technical and interface project plans, technical trackers, and other work plans

  • Regularly monitors team productivity, progress, and effectiveness of team in comparison to established performance metrics and operational KPIs

  • Takes corrective action to ensure that operational delivery strategies and services continue to operate efficiently and effectively; ensure project reporting requirements are met

  • Work with key stakeholders and vendors (i.e. Oracle Cerner and organization leadership) to develop, document, test, and communicate downtime and business recovery processes

  • Reviews monthly metrics and reports to draw insights on volume and type of operational issues received and resolved as per the service level agreements and correct accordingly

 

Operations  

  • Proactively engages with internal clients and regional stakeholders to understand and address current and future technical needs

  • Leads infrastructure capacity planning and monitoring activities

  • Determines appropriate team structure and staffing / competency mix based on operational needs and special projects

  • Facilitates regional working groups to discuss the status of key deliverables, shared issues, end-user concerns and upcoming milestones impacting technical workflows

  • Ensures team complies with regional change management and operational policies and standard operating procedures

  • Works with Lumeo Operational team on change requests and issue resolution to ensure appropriate integration concerns are addressed

  • Keeps abreast of how the system is being used in other organizations to identify opportunities for optimization, enhancements, etc.

  • Proposes optimizations and enhancements

  • Assesses and procures third-party licenses as needed

 

Team Development

  • Recruits and develops staff as required to execute strategy

  • Creates an environment for personal development so that each member of the team can maximize their potential

  • Leads, guides, and coaches the team on educational and career opportunities

  • Sets and monitors annual performance objectives for team members

  • Develops and maintains teams' technical skills, and arrange technical and leadership training as required

 

Relationships Building

  • Serves in a lead role in presentations to senior leadership on key project updates, broad reaching optimizations and issues, industry trends, etc.

  • Serves as liaison between technical and regional leads to build trust and seek active feedback on the technical functionality

  • Participates in core project leadership discussions and decisions

  • Serves as liaison between the technical team and Oracle Cerner team

  • Manages regional/local stakeholders and project teams through regular consultation to improve the Regional Health Information System experience and support best practice workflows

  • Maintaining close communication with the Oracle Cerner technical coordinator and system representatives

 

Annual Workstream Strategic Planning

  • Formulates and oversees the implementation of workstream strategy including tools and resources needed to ensure goals and objectives can be achieved and sustained

  • Prioritizes demands and maintains focus on departmental priorities

BASIC QUALIFICATIONS:

  • Undergraduate Degree in Computer Science, Computer Informatics, Health Informatics, or any health-related discipline, or equivalent combination of education and hospital clinical experience

  • Master's degree or completion of a university degree and a professional designation or equivalent, preferred

  • Project Management Professional (PMP) Certification, preferred

  • 5 years of relevant experience in training and managing teams, with preference for experience managing in a unionized environment

  • 5 - 7 years of significant position related experience preferred

  • In-depth understanding of technical operations, including process flows and procedures

  • Strong leadership skills with the ability to nurture strong, collaborative relationships with key stakeholders

  • Exceptional customer service orientation

  • Strong planning, analytical, problem-solving, and organizational skills

  • Ability to leverage project management/change management skills to manage and balance client demands with high quality delivery

  • Experience with budget management

  • Results-oriented focus with the ability to work in a fast-paced, changing environment and effectively manage multiple priorities simultaneously

  • Satisfactory criminal background check with vulnerable sector search
