PRIMARY FUNCTION
The six health-partners in the South East region recognize that to achieve person centered, effective care coordination across the system, enhance the ability to make best use of collective resources, achieve more system-like behavior, and have the agility to address future funding changes, a major, system-wide clinical transformation is needed. This clinical transformation will meet clinical information needs of both the health-partners and the region. Lumeo, a regional Health Information System will support the “one standard of care and journey for the people we serve” vision identified by the partners' clinical leadership. This program opportunity will enable the sharing of information seamlessly across the six health-partners, connecting the personal health information into a single cohesive story and reducing the variability of care provided.
The Senior Health Information Exchange (HIE) and Medical Device Integration Analyst is responsible for supporting and maintaining the connectivity and data transfer between the HIE and the Regional Health Information System (RHIS) for the South East Hospital Cluster, as well as maintaining network connectivity of medical devices (including those that are bedside) to the RHIS. The Senior HIE and Medical Device Integration Analyst will coordinate the establishment of new connections, modify existing connections, troubleshoot connection issues, test HIE changes and solutions, and coordinate with other application teams to conform to HIE requirements.
Within this role the employee is accountable for contributing to the delivery of the Regional Health Information System (RHIS) strategy. As an employee, one must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care in all we do.
RESPONSIBILITIES & DUTIES INCLUDE:
Health Information Exchange Support- Provides HIE support as the primary analyst, coordinates problem resolution with other application teams, support enhancement and optimization of the system.

Leads and coordinates development of HIE solution, including coding (ex. Cerner Command Language, HL7 FHIR (Fast Healthcare Interoperability Resources), interface engine-specific language), integration and interface configuration, aliasing within the RHIS system

Troubleshoots HIE related issues, formulates resolution by testing and implementing solutions

Analyzes incoming data streams and work in conjunction with technical staff to map and validate new or existing connections (i.e. Admission, Discharge and Transfers Notifications (ADT), Visit and Result data)

Creates, manages, and updates a library of test scenarios consistent with organizational protocols to test new implementations and modifications. Testing scenarios include unit, system, integration, and regression testing

Collaborates with subject matter experts to validate workflows, and develop solutions to conform to HIE requirements

Participates in provincial special interest groups

Reports out to internal stakeholders on progress of projects, escalate issues, and share mitigation strategies for risks
Management of Network Connectivity - Regularly monitor device connectivity to proactively address issues and ensure optimal performance

Help local organizations to setup, configure, maintain, and troubleshoot the network connectivity of medical devices and bedside medical devices to the RHIS

Use CareAware iBus tool to manage integration points

Help local organizations with connectivity of Lab MDI, BMDI, FetalLink, ECG, Nuance to Millennium

Collaborate with vendors to setup, configure, maintain, and troubleshoot medical device connectivity

Maintain all solutions reliant upon Oracle Cerner integration, in the RHIS
-
Learn and understand all clinical workflows that lead to data being sent from medical devices to RHIS

Support software upgrades or deployment of new devices

Provides on-call support, as needed
Project Management and Coordination – Leads projects focused on enhancing or optimizing the RHIS, executes all phases of the systems development lifecycle and works with the client to prioritize and select optimization projects. For example:

Participates in project design, contributing technical insights and ideas

Draft project scope and objectives, outlining requirement specifications and solution design

Coordinates with multiple teams (external and internal) and stakeholders to agree upon health information exchange standards, conducts conformance/acceptance testing, and troubleshoots issues, as required

Act as a liaison between vendors and client to ensure device requirements and expectations are accommodated appropriately

Communicates with stakeholders to understand and document their unique business requirements

Documents system issues and resolutions for future references

Supports technical integration and reporting manager by providing relevant input into project work plan and resource plan for small to complex projects
Education and Learning - Acts as a subject matter expert of the Health Information Exchange, maintain a working knowledge of how different RHIS applications integrate and their relationship with other systems; basic networking theory and strong understanding of how the regional network operates; cross-trains on other clinical applications; maintains knowledge of technological advances; maintains knowledge of hospital workflows and operations that may impact the system.

BASIC QUALIFICATIONS:

Undergraduate Degree in Computer Science, Computer Informatics, Health Informatics, or related discipline, or equivalent combination of education and hospital clinical system experience

Minimum 4+ years of experience in/as HL7 integration specialist, developer, or a clinical informaticist with demonstrated aptitude for learning technical topics

Knowledge and understanding of provider data structures (i.e., HL7, CDA) with particular focus on clinical data and clinical data aggregation, database structures, tables, and querying functions

Experience with HL7 interfaces, electronic health records, clinical document architecture (CDA), and healthcare data

Knowledge and understanding of

RHIS system and how Lab MDI/BMDI devices work

Basic networking theory and strong understanding of how the regional network operates

Technical or integration knowledge or experience

Proficient in using Microsoft suite and analyzing large set of data using Excel

Understanding of SQL and ability to query relational databases, preferred

Ability to identify and analyze issues and provide solutions using problem solving and analytical skills

Excellent prioritization, organizational skills, and project management methodologies, as demonstrated by the ability to manage own time and successfully complete multiple tasks and projects assigned simultaneously
