Milhouse Engineering & Construction, Inc. and CTR have partnered to provide program management, engineering, PMIS support, and construction management services to the Chicago Department of Water Management (CDWM) in Chicago, Illinois.
As part of the CTR program team supporting the CDWM Capital Improvement Program, CTR oversees program cost and schedule management. The primary responsibility of the program controls analyst is to provide financial and schedule analysis for various disciplines of CDWM's capital improvement program. Since a significant portion of the position involves communication with internal and external team members and stakeholders, strong written and verbal communication skills are critical to success. Additionally, the position requires a high level of ability to develop and maintain cost and schedule reports utilizing data mining techniques.
The CTR Joint Venture provides program management, engineering, PMIS support, and construction management services to the Chicago Department of Water Management (CDWM) in Chicago, Illinois. The primary responsibility of the program controls analyst is to provide financial and schedule analysis for various disciplines of CDWM's capital improvement program. Additionally, the position requires a high level of ability to develop and maintain cost and schedule reports utilizing data mining techniques. Duties and Responsibilities:

    • Track projects within CDWM's accounting system and verify that data is within compliance of contract requirements.
    • Review preliminary and final contractors' monthly partial payment requests for T&M (Time & Materials), CPFF (Cost Plus Fixed Fee), LS (Lump Sum), or similar contracts.
    • Analyze program/project financials, working within various budget and cost systems.
    • Prepare capital budgets and track/analyze cost performance.
    • Build and maintain resource loaded schedule in Primavera P6 and track/analyze schedule performance.
    • Monitor contractor's progress against approved construction schedule.
    • Prepare Primavera P6 exports as needed.
    • Work closely with other program controls and client financial staff to provide comprehensive reporting.
    • Track and manage project revisions (mergers, cancelations, coordination, etc.) in P6.
    • Provide new employees with training in Primavera P6 data entry.
    • Maintain support and basic administration of PMIS system.
    • Monitor reports and maintain PMIS workflows
Required Skills and Abilities:
    • Program Controls experience for engineering or construction.
    • Proficiency in use of Primavera P6 software.
    • Proficiency with Microsoft applications, including Windows, Word, Outlook, Excel.
    • Ability to learn new software as required.
    • Excellent written and verbal communication skills.
    • Team oriented work approach.
    • Ability to work under time constraints to accomplish goals/objectives and handle projects for several project managers simultaneously.
    • Ability to multitask and respond quickly to changing demands.
    • Excellent analytical skills, with a strong attention to detail.
Education and Experience:
    • Required Bachelor's degree in Business, Finance, Accounting, Construction Management or Engineering.
    • Minimum five years of experience in program controls.
    • Preferred program controls experience for public works engineering or construction.
    • Experience updating or maintaining PMIS is preferred.
