Qualifications

Required:

-Bachelors degree in Computer Science, Engineering, or related technical field

-Ten years of experience in software acquisition and systems engineering concept development

-Five years of experience with GEOINT, SIGINT, and/or Multi-INT systems collection platforms and data.

-Five years of experience in leading projects

-Five years experience in software acquisition and development

-Three years of experience with DoD or NRO/IC major acquisition programs

-Two years of experience in leading and participating in cross-organizational teams to include mission partners

-Two years of experience developing IPBS and CBJB deliverables

-Two years of experience planning, preparing, developing, and delivering NIAB artifacts

-Two years of experience in software architecture development and project management

-Three years of experience with adapting agile software development and devops principles to architecture

processes and products

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Must be able to travel

-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

 

Desired:
-Master's in Business, Science, Technology, Engineering, or Mathematics
-Understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures and cloud-
based environments
-Familiarity with the IC and NRO enterprise architecture, NRO's Future Ground Architecture, translation of
Statement Of Capabilities and Enterprise Capability Document line items to CONOPs and architectures, and
implementation of Model Based Systems Engineering
-Familiarity with IC data management policies, directives, and services; their enterprise implementation; and
reporting requirements
-Working knowledge in SAFe agile or similar agile processes
-Working knowledge of MBSE principles and processes
-Working knowledge of DOORS or RDNG
-Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other
technical and programmatic documents
-Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT,
Multi-INT, OPIR, software frameworks or devops
-Minimum of 6 years of project management, systems engineering, or architecture experience in industry or
DOD/IC community Acquisition Project Management
-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and
military officers

Responsibilities

Noblis ESI is seeking a Technical Strategic Planner with an active Tops Secret SCI with Polygraph for their Chantilly location.

 

This individual will serve as the Noblis ESI Strategic Planner supporting strategic planning activities and processes and oversees strategic planning analysis and product generation for future MSAs and Special Interest Acquisitions(s) planning and NIAB product generation. This includes supporting the update of budget activities for the IPBS and CBJB, systems engineering activities, and processes ensuring appropriate engineering rigor.
