Systems Planning and Analysis, Inc. The Simulation, Operational Analysis & Wargaming Group (SOWG) provides senior Government decision makers with timely and objective assessments evaluating military operations across the spectrum of conflict for a range of Department of Defense (DoD) customers.  The group seeks to fill a full-time, on site position within the Joint Assessment and Enabling Capability (JAEC) Office in OSD(P&R) at the Pentagon.

 

SPA has an immediate need to fill this position. #IN123

 



Responsibilities

The candidate will work in concert with a small team to provide policy and staff support for the implementation and assessment of DoD training policies, activities and will:

  • Develop, update, and coordinate action memos, decision memoranda, congressional responses, briefing materials, and conduct background research,
  • Build staffing packages, coordinate response tracking and follow up on responses or questions,
  • Prepare briefing materials for senior leaders to facilitate and track timely decisions,
  • Act as focal point for scheduling, preparation and facilitation of meetings including in-person and secure video conferencing,
  • Work through bureaucratic stoppages and/or logjams, solve problems, mitigate risks, and help keep staffing packages moving through the process,
  • Participate individually or as a team member on data analysis efforts


Qualifications

Required Qualifications:

  • Bachelor's degree, 6+ years relevant work experience and current active DoD Secret clearance
  • Demonstrated experience performing Action Officer (AO) administrative staffing duties, including drafting and completing DoD staff work; gaining consensus among peers; and leading working groups
  • Ability and maturity to communicate effectively at Flag and Senior Executive Service (SES) levels
  • Strong written and oral communication skills
  • Proven maturity, professionalism and poise displayed in proactive and cordial interaction
  • A basic knowledge of data analysis and associated data visualization techniques

Desired Qualifications: 

  • Previous Joint Training domain experience, familiarity with JTIMS and DRRS, and experience on Combatant Command / Service Component staff
  • Experience using an enterprise-level social collaboration platform to create, share, and preserve knowledge (e.g., milSuite; DODTechSpace, IntelShare, APAN or Slack)
  • Experience utilizing CATMS, Sharepoint, MS ACCESS
  • Working knowledge of Pentagon/OSD administrative processes that support staff coordination
  • Expertise in policy development; drafting, formatting, tracking, staffing, reviewing, updating and adjudicating inputs for DoD Directive(s), Instruction(s), Manual(s) and memos
