The Undersea Technology Analysis Group within SPA supports the Navy and other government organizations with timely and objective capability assessments, technology evaluations, and strategic planning that integrate the technical, operational, programmatic, policy, and business aspects of undersea warfare (USW) and broader Navy issues. UTAG provides mature, turnkey products that reflect all of the factors important to decision makers. Our clients are Flag Officers/Senior Executives and others who require robustly integrated support.


The candidate will provide analysis of emerging technical, operational, and strategic threats that have the potential to impact the security and survivability of U.S. submarine forces. The candidate will employ a range of analytical approaches to assist SPA's U.S. Government client to understand and assess the impact of these threats through the lifecycle of our platforms out to the far future (2080). To do this, the candidate must understand or be willing to learn U.S. Navy undersea operational concepts and adversary capabilities and intent in order to position the submarine force to avoid surprise. Ultimately, the candidate will contribute to mature and meaningful analysis that assists our U.S. Government client with recommending countermeasure concepts and future force capabilities that will ensure the security and survivability of our forces against known and unknown threats.

  • The candidate should be a quick learner and will be responsible for independently researching and becoming conversant in new and complex topics.
  • The candidate will be required to anticipate and respond to new client needs, including identifying new problem areas and opportunities, and considering how SPA should develop new or existing tools or analytical approaches to address these challenges.
  • The candidate will work directly with the client to develop and present briefings, papers, and other analytic products. The candidate may be asked to brief results to brief their results to Flag or SES stakeholders.


• Bachelor's degree in a relevant field (such as Political Science, National Security Studies, International Affairs, Public Policy, Military History, Engineering, Math, Science), and relevant professional experience demonstrating proficiency in these subjects.
• Minimum of 5 years of relevant professional experience demonstrating proficiency in these subjects. This may include working in support of the Department of Defense, an armed service, or a related position (such as think tanks, Congressional staff, UARCs/FFRDCs, or other defense contractors). Direct experience analyzing issues related to national security and specifically submarine security/survivability is a plus.
• Excellent communication skills, both written and verbal, including the ability to summarize and communicate complex ideas and analytical findings to a variety of stakeholder audiences.

• Demonstrated strong skills in research, writing, critical thinking, and analysis.

• Proficient in the use of Microsoft Office products, including Word, PowerPoint, and Excel.
• Must be effective and comfortable working both independently and in a collaborative group environment.
• Active Top Secret Security clearance.

Desired Qualifications:

• Master's degree in a relevant field is strongly preferred.
• Understanding of national security topics through education and/or experience.
• Previous experience as a submarine officer is desired but not required.
• Active Sensitive Compartmented Information (SCI) or ability to obtain an SCI is highly desirable.
