Overview

SPA's Emerging Markets Group is responsible for a broad range of analytical, systems engineering, independent assessments, strategic planning, and technology research, development, testing and evaluation (RDT&E) programs in support of new SPA markets, as well as the company's San Diego office and portfolio.#CJ #IN123



Responsibilities

Serve as a Program Analyst for the Department of Homeland Security, Countering Weapons of Mass Destruction Office (CWMD). Work as a member of a team reviewing acquisition-related documentation, policies, law, regulations, and current practices. Provide analysis and recommendations, coordinate and attend working groups, integrated product teams (IPTs), and other planning meetings to support the mission and develop executive-level summaries of meetings. Identify, analyze, and evaluate information to support systemic changes to rapidly field future biodefense capabilities. Prepare program documentation to support program execution and governance; prepare briefings, status reports and similar products to support CWMD and DHS leadership requirements. Interpret and apply DHS and CWMD acquisition guidance; recommend tailoring and streamlining where appropriate. Prepare and coordinate program reviews and interface across a broad stakeholder community and different functional areas: federal, state and local mission partners; DHS HQ; interagency; industry; and requirements generation, R&D, and sustainment. Prepare executive level program briefs, monitor and track program schedule, assist in development of documentation to support acquisition requirements.



Qualifications

Required

  • Bachelor's degree
  • 4+ years of experience with a DHS or DoD acquisition program
  • Experience with the complete Microsoft Office Suite, including Excel, PowerPoint, and Project
  • Ability to analyze problems, conduct research, summarize results, provide recommendations, prepare reports or documents, and present results in verbal and written forms
  • Current, active DoD secret security clearance
  • Ability to obtain DHS Suitability

Desired

  • Knowledge of DHS procedures and DHS acquisition regulations and instructions
  • STEM-related Bachelor's and/or Master's degree
  • Experience working on CWMD or biodetection issues
