Summary of Job Duties: Under the direction of the Clinical Services Manager and the Director, the Care Manager/UM Review, Clinical Command Center is responsible for reviewing and analyzing information for medical necessity criteria for both internal and external transfers into UAMS. They serve as a liaison for any communication between sending hospitals' case managers and providers and UAMS Transfer Center RN and accepting physician. They will ensure there is insurance authorization for any patient transferred in who is out of network (unless EMTALA applies). They will work to facilitate timely acceptance of patients transferred into the hospital and to ensure any non-EMTALA patients have an accurate assessment of benefits. The Transfer Center Care Manager reviews patients for medical necessity, including both the level of care and the status, for any patient transferred into the hospital for acute care. This role will have working knowledge of EMTALA rules and regulations to ensure the proper handling of transferred patients from outside facilities. This role will also utilize Interqual to determine if requested services are clinically indicated and can be provided in a safe and efficient level of care based on illness, complications, and comorbidities.
KEY RESPONSIBILITIES (list primary functions of the position with the percent of time generally allocated to each; percent of time must equal 100%)

Daily Operations/Productivity: Review of all non-EMTALA transfers for transfer into the UAMS system. Liaise between the UAMS Transfer Center RN's and accepting physician/CMO and sending providers to ensure appropriate patient transfers Utilization of Interqual for the determination of medical necessity criteria being met. Key focus areas are inpatient to inpatient, in state or out of state transfers, and out of network transfers. Communicates with sending facilities around patient transport as it relates to transport to and from UAMS during acceptance and discharge. Identifies appropriate medical record documents prior to acceptance of transfer for review by both Care Manager and accepting provider. Verifies insurance to determine allowances for transfer to UAMS.

Quality and Process Improvement: Continued work with the Command Center and Transfer Center leadership teams to identify areas of opportunity for process improvement. Continuous work with Transfer Center RN's and RMO in the identification of patients requiring utilization review.

Customer Service: Interacts with and assists the public in a professional and friendly manner as needed. Demonstrates effective communication skills; communicates accurate and complete information; maintains strict confidentiality when necessary. Demonstrates positive working relationships with co-workers, management team, and ancillary departments; follows the Core Concepts of Patient and Family Centered Care and the Basic Code of Conduct Guidelines. Assist internal and external stakeholders as needed with exceptional customer service.
Qualifications:

Minimum Qualifications (Essential for the job – the applicant must possess at the time of hire)

Bachelor's Degree in Nursing

3 or more years inpatient nursing/case management or utilization review experience.

Current, active Arkansas Registered Nurse Licensure

Certified Case Manager (CCM) or American Case Management Certification (ACM)

Knowledge of Interqual or Milliman Care Guidelines

Preferred Qualifications (Non-essential for the job –the applicant may possess at the time of hire) 

Education, general:

Master's Degree in Nursing

Experience, length in years and kind:

5-7 years inpatient/case management/utilization review experience, 1-2 years Transfer Center Case Management experience.

Licenses, certificates, or registration

Current, active Arkansas Registered Nurse Licensure, Certified Case Manager (CCM) or American Case Management Certification

Special knowledge, abilities and skills:

Knowledge of Interqual or Milliman Care Guidelines
