Departmental Overview

The Bioindustrial Manufacturing And Design Ecosystem, or BioMADE, joins eight Department of Defense (DoD)-sponsored Manufacturing Innovation Institutes (MII) as part of the Manufacturing USA network. BioMADE will support the growth and sustainment of domestic bioindustrial manufacturing, perform research and development (“R&D”) activities, facilitate the distribution of R&D funding to member institutions, and support national defense needs. BioMADE will be the nation's leading collaborative research institute dedicated to advancing bioindustrial manufacturing technologies. BioMADE has a satellite office in Berkeley, California and all Berkeleybased BioMADE staff members are employed by the University of California. The Program Manager will join the BioMADE program management team as a leader, innovator, scout, and project manager. They will participate in the development of BioMADE's Technology Roadmap and develop roadmap-based project calls to advance bioindustrial manufacturing. This position will be responsible for reviewing and shepherding responses to project calls and recommending projects for funding, working closely with the BioMADE and U.S. Government leadership. They will actively manage a portfolio of technical programs, providing leadership, organization and alignment of technology development efforts. They will use their experience to enhance program development acumen of less experienced team members.


Responsibilities

Manage portfolio of project calls to deliver mission critical programming:

  • Lead the development of elements of BioMADE's Technology Roadmap.
  • Develop impactful project calls to advance bioindustrial manufacturing.
  • Execute proposal review, participate in project selection, and present for approval to BioMADE committees and management.
  • Actively manage a portfolio of BioMADE projects to monitor technical progress of the research, ensuring deliverables and milestones are met and timelines stay on track.
  • Actively seek opportunities to accelerate programs, for cross-program synergies, and manage early termination of programs when circumstances so warrant.
  • Utilize subject-matter expertise to offer guidance and support project teams' need to modify the work plans as needed, seeking appropriate input and approvals in accordance with BioMADE procedures.
  • Conduct status meetings with each assigned project team, monitor project performance, and develop relevant subject matter expertise to effectively drive innovation.
  • Understand relevant intellectual property landscape and risks based on reports from project teams and assist in technology transfer activities from project teams to other relevant organizations.
  • Review and approve technical and financial progress reports to ensure project risk mitigation and projects are progressing.
  • Review and approve final technical reports and post-award impact reports to identify project achievements to be shared publicly.
  • Review and approve project invoices to ensure scope of work and deliverables are met.
  • Interface with BioMADE contracts personnel to ensure administrative and financial oversight of the projects are aligned with the technical progress.

Communicate regularly with stakeholders:

  • Coordinate and communicate regularly with BioMADE Technical Leadership Team, including periodic travel to BioMADE headquarters in St. Paul, MN.
  • Coordinate with the BioMADE Communications Team on publications, presentations, inventions, and other forms of intellectual property resulting from projects are appropriately shared with BioMADE membership and external stakeholders.
  • Communicate project status updates, in coordination with the BioMADE Leadership Team, to ensure the successful execution of the projects.
  • Interface routinely with program leaders to advance ethical, legal, societal and security aspects of technical portfolios.
  • Prepare project-related sections of the BioMADE annual plan, which details the technical projects,  including milestones and deliverables, undertaken by BioMADE members on an annual basis.
  • Prepare reports and associated documents for BioMADE leadership, committees, DoD and other government sponsors, to communicate the status of the projects.
  • Engage with the greater bioindustrial manufacturing community through conference talks, seminars, and site visits - Perform miscellaneous job-related duties as assigned.

Required Qualifications
  • Experience in critical review and evaluation of scientific content.
  • Effective communication skills, with evidence of strength in technical and persuasive writing.
  • Ability to collect, analyze and interpret data and information from various sources.
  • Leadership experience in research and development settings and ability to organize meetings, set agendas, and lead a team to solve problems.
  • Broad experience in biotech and engineering, bioprocess development and optimization, molecular and synthetic biology, metabolic engineering and strain construction, fermentation production, biopolymers and biomaterials, modeling of cell metabolism, bioinformatics, chemical engineering, and/or bioprocess simulations.
  • Ability to manage conflicts and maintain confidentiality.
  • When not restricted, variable business travel will be required (20-50%).

Education/Training:

  • Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications
  • Six years of related experience, or an advanced degree and four years related experience.
  • Experience with high-level leadership and research project/program management in biotechnology, bioindustrial manufacturing, or related field.
  • Familiarity with project management resources and tools.
  • Ability to use these tools to set and evaluate near and longterm goals, track budgets, manage risk, and measure progress on a research and development project.
  • Demonstrated training or experience in business management including, but not limited to, PMP or Lean Six Sigma certification, or MBA.

Salary & Benefits

This is an exempt, monthly paid position.  Annual salary is commensurate with experience.
