Departmental Overview

Housed within the Division of Student Affairs, the Center for Educational Partnerships (CEP) is the primary unit on campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education and to the University of California for low-income and educationally disadvantaged students.

Working in partnership with over 125 schools and 68 California community colleges each year, CEP improves academic achievement and expands post-secondary educational opportunities for students who face significant barriers to college. CEP's programs help young people overcome educational and financial barriers to prepare for and be accepted at two- or four-year colleges. Eleven programs provide services free-of-charge to well over 75,000 students annually including summer programs that give hundreds of students academic enrichment while some actually experience student life at the campus of the University of California in Berkeley. CEP's school-wide/systemic change programs help build college-going cultures in schools and districts by serving teachers, counselors, administrators, and families.

As one of the programs in CEP, the Community College Transfer Services (CCTS) provides assistance to Northern and Southern California community college students interested in transferring to the Berkeley campus and the University of California. Services include college and academic advising, admissions/housing/financial aid information, educational development opportunities, and special recruitment activities for selected California community colleges. It also provides updates and in-service training for community college faculty and counselors, as well as organization/coordination of campus visits by California community colleges.

In an effort to increase the UC-wide transfer rate and the diversity of California community college students enrolling at UC, UC Berkeley's Community College Transfer Services developed the Transfer Alliance Project (TAP). The Transfer Alliance Project provides intensive student academic development services to targeted students in Northern and Southern California community colleges and draws its members from CEP programs and student support programs at the community colleges, including honors, academic development, learning/physically disabled, EOP&S, Puente, MESA, Umoja, and the Transfer Center.

The purpose of this position is to develop and implement academic development and enrichment programs and strategies for California community college students in order to increase educational access for prospective UC Berkeley and University of California transfer students. Accordingly, the Director plans, designs, supervises and coordinates all Community College Transfer Services/Transfer Alliance Project activities essential to fulfilling the primary goal. In this capacity, the Director must represent UC Berkeley as the principal liaison with Community College administrators and Transfer Centers in the State of California.


Responsibilities

PROGRAM MANAGEMENT

  • Responsible for planning and directing community college academic preparation programs which enhance transfer opportunities for aspiring University of California transfer students. Accordingly, is responsible for the management of the Community College Transfer Services (CCTS), Transfer Alliance Project (TAP), and other grant-funded initiatives.
  • Provides broad oversight to a complex series of student-centered, school-centered, motivational, and special service activities, in addition to California community college partnerships. The programs serve community college students, staff, and faculty, and are offered both at the University of California, Berkeley and community colleges in Northern and Southern California.
  • Oversees the planning, school assignment, and implementation of procedures and policies to ensure the desired and effective functioning of all program components.

STRATEGIC PLANNING AND DESIGN

  • Develops and implements strategic program plans in alignment with mandated policies, guidelines, and outcomes. Responsible for developing, planning, and implementing all program components and ensuring a cohesive program framework that is aligned with the mission and objectives of the program. In this role, consideration of the goals of the various program elements is requisite, so as to enhance the development and implementation of resultsdriven, as opposed to process-driven, methodologies.
  • Incorporates a broad knowledge of issues related to academic success for community college students, and the objectives and policies of the Berkeley campus and the University of California related to educational outreach and partnerships.
  • Develops and implements long-range strategic program plans that consider state, systemwide, campus, and donor goals and policies, guidelines, desired program outcomes, funding levels, and reporting procedures.

PERSONNEL MANAGEMENT

  • Responsible for human resources management of subordinates.
  • Director has authority to hire for positions under his/her jurisdiction, and to delegate authority to other Associate and Assistant Directors and Transfer Specialists. 
  • Establishes performance standards, coaches, conducts annual performance evaluations, and makes recommendations for merit increases, equity increases, reclassification, and personnel changes. In addition, the Director holds primary responsibility for overseeing HR actions for their direct reports, including initiating and drafting justifications for HR actions and working in consultation with and seeking approval from unit leadership.
  • Takes appropriate disciplinary action when necessary in accordance with campus personnel policies.
  • Assesses training needs of both new and experienced staff and develops/implements staff professional development strategies.

FISCAL MANAGEMENT

  • Responsible for securing and sustaining program resources, including grant writing and fund development. Responsible for managing the annual operating budget of CCTS/TAP.
  • In conjunction with the Assistant Vice Chancellor for Educational Partnerships and CEP Director of Finance, Operations, and Strategic Planning, works on short and long-term budget plans, determines overall budgetary priorities for CCTS/TAP, identifies cost-saving mechanisms, and develops strategies to respond to fluctuating budget demands. Funding is both permanent and temporary, derived from multiple sources, and possesses numerous goals, conditions and reporting requirements.
  • Identifies and secures alternative funding sources in order to maintain an optimal level of program services in the event that former funding sources and levels are not continued.
  • Provides oversight and support to Associate and Assistant Directors working on developing new funding sources and developing grant proposals or business contracts.

PROGRAM EVALUATION AND SYSTEMS

  • Manages complex systems for data collection, evaluation, and reporting to ensure accountability to funders and stakeholders. Responsible for overseeing analysis and evaluation of activities and services of all program elements, and for revising the design of programs to enhance continuous program improvement and desired outcomes.
  • Provides oversight to an information and evaluation process that provides documentation of evaluation process that provides documentation of program results at the required level of detail.
  • Works with CEP and campus Information Technology staff to maintain and improve information systems, and to develop and implement information systems that indicate program progress toward accountability goals.
  • Responsible for the completion and submission of official program reports and briefings. This includes, but is not limited to the UCOP SAPEP report, internal CEP and Division reports, and external funders' reports.

PROFESSIONAL RELATIONS

  • Establishes and maintains intersegmental (K-12, higher education) partnerships and collaborations that promote student academic achievement, equity, and access. Represents CCTS, TAP, TAP/, and the university at stakeholder and partnership meetings locally, statewide, and nationally.
  • Enhances public awareness and engages stakeholders (donors, legislators, educators, students, parents, community, business, etc.) regarding program goals, needs, and issues.
  • Creates and maintains collaborative and functional relationships with key campus units (e.g., Undergraduate Admissions, Financial Aid, College(s) of Engineering, Natural Resources, Environmental Design, Letters & Sciences, Haas School of Business).
  • Serves on department, campus, and external committees, workgroups, and coordinating bodies. Works with a diverse group of constituents, including student-development program directors, admission officers, scholarship organizations, community college faculty and administrators, counselors, and parents/families.

Required Qualifications
  • Knowledge of pedagogical issues underlying student academic development and achievement for low-income, first-generation students.
  • Extensive knowledge of youth and adolescent development theory and adult learning theories and principles, including issues facing low-income, first generation, and urban youth. Demonstrated cultural competency with respect to race, ethnicity, and socioeconomic status.
  • Advanced knowledge of current state and national education policies, theories, and practices.
  • Advanced knowledge of strategies for advising and supporting educationally disadvantaged students regarding postsecondary opportunities and careers. 
  • Expert knowledge and understanding of K-14 educational equity programs and issues.
  • Knowledge of organizational development strategies and practices.
  • Advanced writing, research, and communication skills to prepare highly competitive proposals, reports, and materials.
  • Ability to establish and maintain cooperative relationships with diverse individuals and institutions.
  • Strong interpersonal skills, including presentation, communication, negotiation, leadership, problem-solving, and conflict resolution.
  • Expert knowledge of project management, including program design, implementation, and evaluation.
  • Advanced knowledge and experience with fiscal and personnel management. Expert knowledge of staff development including supervision and training.
  • Demonstrated knowledge of relevant federal/state regulations and accountability/reporting requirements.
  • Significant experience managing government and/or foundation grants.
  • Strong political acumen and advocacy skills.
  •  Demonstrated computer literacy with competency in word processing, spreadsheet, database management, presentation, and other information technology. 
  • Demonstrated managerial expertise and advanced knowledge of education theory, policy, practice, and evaluation. 
  • Significant knowledge of evaluation methodologies, data analysis procedures, and systems necessary for working with technical staff to develop effective data management and evaluation systems.
  • Significant knowledge of or the ability to learn quickly University of California, Berkeley Colleges/Schools and departmental transfer policies including general education and lower division requirements.
  •  Significant knowledge regarding University of California, Berkeley Undergraduate Admissions transfer selection policies and procedures or the ability to learn quickly.
  •  Demonstrated advanced knowledge of current trends in community college instruction and curricula, as well as current knowledge of technology-related instructional pedagogy and faculty professional development issues at the community college level.
  • Significant knowledge regarding the development and implementation of transfer preparation programs at California community colleges.
  • Significant knowledge of or the ability to quickly learn Community College/University of California course articulation policies and procedures.
  • Significant knowledge of California community college academic development programs.
  • Demonstrated advanced knowledge of California community college student counseling programs, practices, and methodologies. 
  • Significant knowledge of California community college Assessment Testing and matriculation policies.
  • Ability to work evenings and weekends.

Education

  • Bachelors degree in related area and/or equivalent experience/training 

Preferred Qualifications
  • Significant knowledge of the goals and mission of the University as they relate to academic preparation, recruitment, and advanced-standing admission.
  • Masters Degree in Public Administration preferred Community College Counseling Credential/Equivalent.

Salary & Benefits

This is an exempt, monthly paid position. The annual salary range of the position is $95,000.00 - $105,000.00, commensurate with experience.
