Job Summary

Provides leadership and direction to the areas of Employee Benefits and HR Service Center as a member of the HR leadership team involved in broad based human resources related discussions and decisions. Drives and executes the strategic development, management and leadership of HR operations including Benefits, Leaves Administration, and the Service Center. In alignment with KS' People Strategy, ensures HR Operations programs and initiatives enhance talent attraction, engagement, and retention. Drives HR process improvements through effective use of data and analytics and change management techniques that increase operational efficiencies across HR and self-service capabilities throughout the organization. Through effective partnership across HR, drives service and program innovation aligned with HR best practices, operational excellence, and efficiency, which provides values to customers. Serves as a member of the HR leadership team to ensure programs and initiatives are in line with strategic priorities with a focus on improving employee engagement, communication, and leadership.  

Essential Responsibilities

Vision, Strategy, Planning, and Execution

  • Provides strategic leadership, vision, planning, and execution to promote efficiencies and enhanced productivity, and provides effective HR service delivery systems, processes, and practices.

  • Identifies opportunities for continuous improvement and service delivery excellence across HR by researching and recommending the adoption of appropriate best practices.

  • Champions and facilitates change management and engagement with HR customers.

  • Foresees and addresses future opportunities and threats, effectively manages change, and creates a culture of performance and accountability.

  • Mitigates risk and exposure through analysis and planning, including change management, transition strategies and knowledge transfer/training as required. 

Leadership

  • Drives the development and implementation of a Benefits strategy aimed at enhancing talent attraction, engagement, and retention initiatives, ensuring alignment with organizational goals.

  • Cultivates high-performing, diverse teams and leaders that can deliver on diversified work.

  • Fosters a collaborative environment that empowers employees to work together, learn and innovate.

  • Collaborates with HR leadership team to set annual goals and objectives consistent with organizational strategies. Develops function-specific plans, priorities, and goals in support of broader HR objectives.

  • Provides thought leadership, technical expertise and consultation to organizational leaders and their staff on shared services decisions and policy interpretations.

  • Guides the team in establishing best practices for standardization, while promoting the mindset of continuous improvement.

Service Delivery and Operational Oversight 

  • Establishes robust vendor management programs that align with the People Strategy, ensuring that partners uphold KS values and meet benchmark performance.

  • Drives process optimization to enhance user experience for all HR stakeholders (i.e., employees, applicants, retirees).

  • Manages benefit program delivery and communication to ensure employee comprehension and appreciation of KS offerings.

  • Provides oversight and leadership to operational teams, ensuring adherence to Service/Operational Level Agreements and key performance indicators.

  • Directs the design and implementation of end-to-end HR processes and compliance controls, leveraging performance data to drive continuous improvements.

 

Development and Capacity Building 

  • Develops and implements standardized processes within the shared services model to consistently deliver quality HR services.

  • Implements robust controls to ensure strict compliance with HR operations, adhering to organizational policies, data privacy, and federal/state regulatory requirements.

  • Designs a cost-effective roadmap for HR records management, aligned with established retention policies.

  • Develops proactive approaches to systematically capture and leverage data, facilitating efficient problem-solving and meeting business needs.

Position Requirements

Minimum Qualifications - An equivalent combination of education and experience may substitute for the requirements listed.

  • Bachelor's degree in Human Resource Management, Business Administration, Organizational Development, or related field; and 

  • Minimum 8 years of related experience in a progressively responsible HR role; and 

  • Minimum of 3 years of experience leading teams and managing people.

  • In-depth knowledge of HR, payroll, and compliance including federal, state and local laws.

  • Experience designing HR processes for large, complex, multi-location organizations.

  • Demonstrated ability to set strategic vision and direction.

  • Exceptional customer focus and service orientation.

  • Skilled in project and process management, with attention to detail and ability to handle multiple tasks.

  • Experienced in cross-functional teams, including the ability to manage collaboratively across cultures.

  • Demonstrated ability to maintain confidentiality, exercise discretion, and handle sensitive situations.

  • Excellent communication skills, both written and oral, with a quick grasp of business objectives.

  • Skilled in gathering qualitative and quantitative data and analyzing information from diverse sources, drawing conclusions, and generating solutions.

  • Adaptable to fast-paced and ambiguous environments, thriving in challenging circumstances.

Preferred Qualifications

  • Master's Degree in Human Resource Management, Business Administration, Organizational Development, or related field.

  • Industry certification (e.g., SPHR, SHRM-SCP)

  • Previous experience overseeing large, self-insured health and welfare plans.

  • Previous experience with both defined benefit and defined contribution retirement plans.

  • Knowledge of and/or sensitivity to Hawaiian culture and population.

  • Demonstrated proficiency in organizational development, change management, and/or HR in Hawaii's business and labor market, ideally within educational institution or non-profit.

Physical Requirements

  • Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.
  • Occasionally stand and/or walk, write by hand, and lift and/or carry, push and/or pull objects that weigh up to 10 pounds.
  • Rarely twist, bend, stoop, squat, kneel, crawl, climb, reach or work above shoulder, or grasp forcefully.

Working Conditions

  • This position may involve traveling to various locations, including neighbor islands to conduct business.
  • Work is conducted in an office environment and may require work to be conducted in non-standard workplaces.
  • Work is typically conducted Monday through Friday at normal business hours.

Based on the compensation range provided below, salaries are commensurate with job-related experience, skills and competencies, education, internal equity, length of work year, and other organizational needs.
