Qualifications

Required:

  • BS degree in Computer Science, Electrical Engineering, or a related field
  • 8+ years of experience on tasks associated with Indications and Warning, NC3 Integrated Tactical Warning and Attack Assessment, Ballistic Missile Defense, DoD Space or Ground Based Sensor Systems
  • 5+ years experience with DoD acquisition process (PPBE, DoDI 5000.02)
  • Experience conducting technical and programmatic analysis of DoD Nuclear Command, Control, and Communications (NC3) systems and programs
  • Knowledge of NC3 mission, concept of operations, roles and relationships across DoD
  • Experience with capability portfolio management  
  • Ability to synthesize information into papers, briefings, and presentations for senior DoD leaders
  • Experience writing for and presenting to senior DoD decision makers; demonstrated organizational, analytical, and writing skills
  • TS/SCI clearance

Desired:

  • PM Certification or DAWIA Level 2/3 in Program Management
  • MS or PhD in Computer Science, Electrical Engineering, or a related field
  • Experience working with OSD, Joint Staff, and/or Service-level staffs


Responsibilities

The NC3 Analyst will support to the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management (DASD (SSIPM)) Nuclear Command, Control, and Communication (NC3) directorate. The candidate shall provide technical leadership evaluating and integrating indications and warning and situation monitoring for programs for NC3, and support technical efforts and liaison with program sponsors and DoD NC3 program leadership. Assist in ensuring timely execution of tasks and the quality of technical products through the application of best engineering practices; apply understanding of the capabilities and limitations of current NC3 Integrated Tactical Warning and Attack Assessment capabilities; provide support for the integration of investment portfolios, critical development paths, and mission analysis across the NC3 domain; ensure NC3 indications and warning and situation monitoring capabilities are structured to include both traditional and emerging threats; assist in monitoring all DoD Nuclear Threat Monitoring research and engineering investments; prepare senior leaders for engagements across the department in the form of briefing books, read-ahead memos, and daily interaction's with key stakeholders; and communicate clearly and concisely to distill a wide variety of information for senior leaders.
