Position summary 

Tetra Tech seeks a Business Development Senior Associate with experience in the international development sector to lead proposal development and contribute to strategic growth initiatives. The position reports to the Business Development (BD) Senior Manager and serves as a member of the BD team, collaborating closely with the management team, senior leadership, business services teams, and other Tetra Tech operating units. 

 

Position responsibilities

  • Work with senior management to position for and win new business to increase project backlog.
  • Advise and support proposal lead to manage all aspects of the proposal life cycle, including opportunity identification, capture planning, teaming negotiations, staffing/recruiting, proposal writing/production, production/quality control, delivery, negotiation, contract signing, project hand-off and mobilization, and proposal debrief.
  • Monitor procurement/tender websites (i.e., Assortis, dgMarket, DEVEX, UNDB, DevelopmentAid, etc.).
  • Lead capture planning trips in coordination with technical team.
  • During a live pursuit, collaborate with the Senior BD Director to manage internal approvals and resources for the bid team, conduct color reviews, and finalize bid approval prior to client submission.
  • Advise bid recruiter on all aspects of the proposal recruitment strategy, including identifying staffing needs, drafting job descriptions, sourcing candidates, interviewing, negotiating, preparing proposal inputs, and updating consultant database records.
  • Lead the development of staffing and management approach sections for technical proposals.
  • Write and contribute to other technical proposal sections, including institutional capability, and annexes related to candidate resumes, past performance, graphics/charts, monitoring and evaluation plan, work plan, and other proposal inputs.
  • Collaborate with graphic designer to create visually appealing graphics and illustrations for proposals.
  • Train the proposal team on formatting, compliance review, deconstruction of solicitations, final production process, and quality control.
  • In coordination with the BD Director, lead collaboration with other Tetra Tech operating units on BD efforts.
  • Lead partner networking activities and meetings with U.S. small businesses.
  • Conduct periodic training on strategies to develop winning proposals (e.g., proposal compliance, performance work statement development, quality assurance surveillance plans, SWOT analysis, proposal manager training, and capture planning).
  • Perform other related duties as assigned.

 Minimum qualifications

  • Bachelor's degree in business, economics, engineering, finance, marketing, international development, or related field.
  • A minimum of five years' relevant work experience in business development, including leading successful proposal activities for projects valued between $10 and $60 million.
  • Ability to manage a proposal team comprised of 10-30 individuals (internal and external resources).
  • Experience training junior to mid-level employees on proposal processes.
  • Strong analytical and organizational skills, including ability to prioritize and manage activities with precision and attention to detail and to work independently in a deadline-driven environment.
  • Excellent verbal and written communication skills.
  • Excellent leadership skills and ability to guide/manage a large proposal team through submission.
  • Strong interpersonal skills, such as diplomacy and conflict mitigation, to develop and maintain relationships with colleagues, consultants, partners and clients working in the international development sector.
  • Familiarity with proposal requirements for various clients, including US government (USAID, MCC, DFC, DOS, DOD), multilateral development banks, and private clients.
  • Ability to format and conduct quality control on proposals and presentations that are client-ready without support from others.
  • Ability to write and tailor key sections of the technical proposal including executive summary, staffing and management plan, resumes, past performance, and review related cost proposal sections.
  • Available to travel and work additional hours as needed. 
  • Proficiency in using content management systems, including Egnyte, OneDrive, Adobe PDF, and Microsoft Office software. 
  • Fluency in English required.

Valued qualifications

  • Master's degree in business, economics, engineering, finance, marketing, international development, or related field.
  • Experience working in the energy sector within the context of international development.
  • Ability to manage the budget inputs for a cost proposal including subcontractor negotiation.
  • Fluency in a second language, preferably Spanish, French, or Arabic.

  • Remote work (Arlington, VA) or South Africa
  • Travel to developing countries occasionally required.
