Project Summary: 

The USAID/ Georgia Data-Driven Collaborating and Adapting Activity will provide USAID with support in creating and using evidence to guide decisions about how to improve the impact of its activities. The project will involve conducting polls, evaluations and assessments of USAID development activity in Georgia as well as supporting the Mission in using that evidence to guide decision-making. The project will also provide support to USAID in ensuring that USAID staff and teams have the skills, systems and processes in place to be a learning organization.

Position Summary: 
MSI is seeking a qualified CLA Director that is responsible for supporting the USAID Mission's efforts to collaborate, learn and adapt (CLA) based on monitoring and evaluation evidence.  They will work with primary and secondary data and oversee delivery of continuous, on-the-ground, on-demand and systematic support to the project using data and knowledge collected through project-funded programming. 

 

Responsibilities:

  • Support the USAID Mission in developing its new Country Development Cooperation Strategy (CDCS) by facilitating planning sessions and overseeing development of assessments and compilations of evidence regarding possible programming streams.
  • Support USAID Mission's portfolio review process by overseeing the compilation of data visualizations and summaries of Mission performance data, by facilitating meetings where evidence is reviewed and by coordinating logistics.
  • Support development and implementation of Mission's CLA agenda, including creating list of planned learning events for the year.
  • Facilitate and manage logistics for learning events such as pause and reflect sessions, implementing partner meetings and learning workshops.
  • Support communities of practice by managing logistics, developing agendas, and identifying speakers.
  • Deliver training on monitoring, evaluation and learning topics to USAID's Implementing Partners.

 

Qualifications: 

  • A Bachelor's Degree (or foreign equivalent) in statistics, economics, social sciences or related field. Master's degree preferred.
  • At least eight (8) years of experience in designing, implementing, managing and analyzing the results of development projects.
  • At least six (6) years of experience in performing monitoring and evaluation duties, with expertise in developing theories of change, results frameworks, and design and implementation of monitoring and evaluation plans.
  • Experience in knowledge management, sharing and learning. Familiarity with the USAID CLA Framework is a plus.
  • Excellent adaptive skills: flexible and risk tolerant, curious and creative, comfort with ambiguity, uncertainty and adaptation.
  • Excellent interpersonal skills.
  • Fluency in English is required.
