Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:

The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in all programmatic and administrative areas. The DCOP will provide technical oversight on activities, manage work plan and flow of activities and coordinate monitoring, evaluation and learning deliverables. This position will involve supervising staff across various technical components, managing relationship with subcontractors, and ensuring the project's compliance with USAID regulation. The DCOP will report to the COP. This is a full-time position based in Maputo with travel as needed.

 

Responsibilities:

  • Oversee the technical portfolio, providing strategic guidance to enhance project outcomes in alignment with the Director of Finance and Administration (DFA)'s focus on operations, finance, and administration, including field operations.
  • Propose necessary adjustments to interventions and overall project management to the MozMEL Activity Management Team as required.
  • Collaborate closely with the COP and Technical Director on technical issues to devise optimal solutions.
  • Lead the development of the MozMEL Activity Annual Work Plan.
  • Direct the preparation of MozMEL Activity Quarterly and Annual Reports.
  • Conduct regular meetings with the technical team to offer performance feedback, evaluate team motivation, and gauge job satisfaction.
  • Support the Mission in organizing and facilitating learning meetings and other learning and knowledge-sharing events to bring together implementing partners and other stakeholders around applicable themes.
  • Develop strategies to boost MozMEL's visibility among the Mission, Implementing Partners (IPs), and other USAID stakeholders.
  • Assume the role of Acting Chief of Party when the COP is abroad or otherwise unavailable.
  • Foster a positive and collaborative working environment within the MozMEL Activity community.
  • Maintain professionalism and ethical standards in all duties, working effectively with team members to promote a cohesive and positive work environment.
  • Assist with additional tasks to balance team workloads as needed, including editing English documents and compiling reports.
  • Report directly to the COP and carry out other duties as assigned.

 

Qualifications:

  • Master's degree in international relations, economics, political science, public policy, statistics, or another relevant field is required.
  • Minimum eight years of experience in monitoring, evaluation, and learning (MEL) within international development programs is required.
  • Experience with project management, including technical oversight, staff leadership, and subcontractor supervision is required.
  • Experience with data collection, analysis, and using MEL findings to improve programs is required.
  • Experience managing project scopes, resources, and timelines to ensure high-quality deliverables is required.
  • Experience in developing, refining, and facilitating training related to MEL is required.
  • Experience in designing and implementing training programs to enhance MEL capabilities is required.
  • Experience with USAID-funded projects, especially in Mozambique is preferred.
  • Experience demonstrating visionary thinking and resourcefulness in addressing project challenges and opportunities is required.
  • Familiarity with USAID frameworks, reporting requirements, and operational contexts is preferred.
  • Ability to negotiate and manage conflicts constructively preferred.
  • Ability to work effectively under tight deadlines and adapt to changing circumstances is preferred.
  • Ability to convey complex information clearly to diverse audiences is preferred.
  • Strong oral and written communication skills, analytical skills for synthesizing data into actionable insights, interpersonal skills for building professional relationships, and organizational skills for managing multiple priorities, as well as leadership and team management skills to motivate teams and foster cooperation preferred.
  • Fluency in Portuguese and English for effective communication in multicultural and local settings is required.
