Project Summary:

The Africa, Europe and Eurasia (EE) region has a vast portfolio covering projects across the entire two continents. The region has projects in Ukraine, Moldova, Armenia, Central African Republic, the Democratic Republic of Congo, Sahel region, Kenya, Zambia, Ethiopia etc. These projects cover a vast range of topics, such as monitoring and evaluation (the Mozambique Monitoring and Evaluation Mechanism and Services project, that is focused on a different monitoring and evaluation activities, including third party monitoring), anti-corruption and governance (North Macedonia Partnership Against Corruption (PAC) Activity), health (Zambia Education for Health), as well as peace and conflict resolution projects. Most projects in this region are contracts with USAID and will provide good exposure to the workings of government-funded contracts. In the Africa/EE region, there is a great diversity of cultures and practices, as well as occasional travel opportunities to support the region's field offices.

Position Summary:

The Project Manager (PM) will support the management of all contractual, financial, and administrative aspects of the projects in the region. The PM will report to the Senior Project Manager. The preferred location for this role is in the Washington, D.C. Metropolitan area.

 

Responsibilities:

  • Coordinate contractual and financial matters for the project, including managing international subcontractors.
  • Participate in the recruitment, selection, and hiring of short-term technical consultants and long-term project staff.
  • Lead project team meetings.
  • Coordinate logistics for onboarding field project office employees and international travel.
  • Track and ensure on-time client deliverables.
  • Provide administrative and logistical support to the project team.
  • Manage project finances including working with the field team on project forecasting, reviewing field expense reports and backup documentation, processing incoming wires, supporting maintaining the project budget, and updating the tracker developing financial reports when needed.
  • Serve as the primary Headquarters (HQ) point of contact (POC) for procurements and manage the project's GRUMP entries.
  • Support with the development and review of technical deliverables.
  • Supervise project intern.
  • Perform other backstopping tasks as required.

 

Qualifications:

  • Bachelor's degree in international affairs, social science, or a related field is required. Master's degree preferred.
  • Minimum two years of relevant work experience required.
  • Experience with Microsoft Word and Excel required.
  • Experience with editing and formatting reports required.
  • Knowledge of USAID regulations and policies, especially as they relate to contracts required.
  • Ability to work independently and with a team. 
  • Ability to work in a multi-cultural environment and build effective working relationships with subcontractors and colleagues.
  • Ability to travel internationally for short periods, up to three-four weeks, preferred.
  • Strong written and verbal communication, attention to detail, and organizational skills required.
  • Fluency in English required. Fluency in French or Portuguese language skills preferred.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $62,000 to $69,000 USD.
