Custom Scope

Plans and executes activities related to the procurement function to meet assigned objectives. Receives purchasing department assignments in the form of objectives with discretion to determine the process by which to meet goals. Exercises judgment within defined policies to determine appropriate action. Uses professional concepts and organizational guidelines to resolve more complex procurement issues. Acts as key advisor to UC ANR executive leadership on issues associated with procurement.

 

About the Unit 

The newly formed Procurement unit facilitates the purchase of quality goods and services at the best value to UC ANR while ensuring sustainable and socially responsible supply chain practices. We strive to provide excellent customer satisfaction by simplifying the procurement process through strategic supplier agreements, conducting competitive bid solicitations, and leveraging the collective spending power of the University.

In providing excellent service, professional staff often collaborate with many UC ANR, UCOP and campus partners including, but not limited to, Statewide Programs and Research & Extension Center Operations (SWPR), Facilities, HR, Risk Services, Controller's Office, Resource Planning & Management and systemwide procurement to ensure compliance with all federal, state, and University of California policies and regulations.

 

About the Position

Reporting to the Associate Vice President - Business Operations, the Chief Procurement Officer is responsible for directing and coordinating all aspects of UC ANR's Procurement, Accounts Payable, and University Services functions. Develops policies, procedures, and objectives for the University's purchasing program in accordance with state and federal procurement codes and guidelines, and University policy. Acts as procurement officer for UC ANR organization-wide and ensures compliance with procurement policies division-wide.

This position is a career appointment that is 100% fixed.

The home department for this position is Immediate Office Associate Vice President – Business Operations. While this position normally is based at 1111 Franklin Street, Oakland, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

 

Pay Scale: $129,600/year to $192,000/year

Key Responsibilities:

100%

  • Execute the acquisition and supply chain management strategies commensurate with the needs of our internal customers and stakeholders.
  • Recommend changes to purchasing policies and practices to meet organizational needs and improve cost effectiveness and quality of materials purchased. 
  • May negotiate major contracts involving large dollar amounts. 
  • Significantly interact with external vendors and subcontractors. 
  • Conduct presentations of technical information concerning specific procurement activities and initiatives. 
  • Manage staff according to human resource policies and procedures. 
  • Frequently interact with staff members and managers across the organization. 
  • Frequently contact external vendors and contractors to resolve difficult matters. 
  • Ensure adherence to purchasing standards and guidelines.   
  • Receive purchasing department/function assignments that require the use of judgment and thought. 
  • Manage assigned purchasing budget. 
  • Consult Legal Counsel for exceptions to standard terms and conditions.
  • Advise senior management on matters concerning several functional areas, departments and/or customers, regarding purchasing practice and compliance.

 

Requirements:

  • Bachelor's degree in related area and/or equivalent experience / training.
  • Thorough knowledge of the purchasing function with broad understanding of purchasing objectives and initiatives. 
  • Skills associated with directing a purchasing function ensuring adherence to purchasing practices and guidelines. 
  • Demonstrated strong and effective written and verbal communication skills. 
  • Management skills required to lead department, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees. 
  • Demonstrated effective interpersonal skills required in interacting with both internal and external resources. 
  • Ability to negotiate with vendors and gain cooperation of others.

 

Preferred Skills:

  • Professional certification highly preferred. 
  • UC experience and knowledge highly preferred.

 

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
