Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $24.76 - $42.67. The budgeted or hourly range that the University reasonably expects to pay for this position is $24.76 - $27.25.


Job Closing Date

This position is 100% in-person on-campus and there will be no consideration of hybrid or remote work modalities.

This is a one-year, renewable contract position and is eligible for full UC benefits.

About the Job

Under the general direction of the Supervisor, the Student Employment Services and Workforce Onboarding Hub, the analyst is responsible for campus-wide workforce on-boarding administration program including work authorization and intake/on-boarding such as I-9 and Verification/Authorization, reconciling the Reverification Process and E-Verification in alignment with Payroll Policies and Department Of Homeland Security regulations. 

 

They perform the critical role of Payroll Inter-location Coordinator Role (ILC) to ensure smooth transition of I9 tracker data amongst campus locations. The analyst using applicable Payroll, HR, Business and other related policies and procedures is responsible for the undergraduate student employment process as it pertains to recruitment, compensation, hire coordination and entry of data to Tracker, Handshake, Box and other data support systems as needed. Duties include but are not limited to; assisting with implementing clear and concise campus directives for delivery of student employment services campus program. This position is responsible for a positive customer experience as it relates to all employee interactions and processes throughout the unit.

 

Key Responsibilities 

  1. Manages payroll I-9 workflow processes through utilization of campus payroll enterprise systems (including but not limited to Kissflow, Tracker, TRS, UCPATH Cognos Reporting, Smartsheets) in a timely and accurate manner within established guidelines and within provided processes, directives and payroll and legal policy. Utilizes campus Cognos tool to run reports relevant to managing the work authorization process to audit/reconcile current workforce status and I9 tracker authorization status to ensure compliance and to initiate action based upon any discrepancies that they have analyzed.
  2. Effectively conducts all hire intake sessions (including Hiring Events), accurate validation of work authorization, providing support during employee document completion and communicating to Hiring Managers (or other stakeholders).
  3. Responsible for acting as an agent of the university to ensure accurate completion of i9 to avoid financial penalties of error. Manage Campus I9 and Reverification process to include reconciling between Tracker, UCPATH Cognos reports, communicating to employees and managers in correspondence and using independent judgement on analyzing the escalation of issues pertaining to workforce authorization to appropriate central offices and or department units. Collaborate with employees and escalation points to ensure resolution of reverification process.
  4. Uses applicable Payroll, HR, Business and other polices to issue guidance and communication to faculty, staff and students regarding campus work authorization processes to ensure compliance. Must work effectively in a highly collaborative manner with campus stakeholders (employees, Hiring Managers).
  5. Responsible for data management within payroll services I9 Tracker tool, to ensure data integrity and performing audits for compliance. Responsible for ensuring I9 Tracker data is updated based on audit findings. Attending system-wide meetings for receiving compliance updates (I9 Tracker Meeting, Inter-location Coordinator for systemwide coordination). Complying with all government regulations and requirements. Keeping abreast of payroll and legislative policy impacting payroll processes and workflow.
  6. Responsible for student job postings via the appropriate recruitment program utilized by the campus by collaborating with the Hiring Manger to ensure the correct data is collected and reflected accurately on the postings. Makes recommendation to Hiring Managers to ensure achievement of recruitment goals.
  7. Provides backup transactional data entry into Payroll System (within UCPATH) dependent upon unit demands (in compliance with SOD)

Qualifications
  • Bachelor's degree in related area and
  • 1 year of related experience or 5 years of related equivalent experience / training (required)
  • Demonstrated judgment and decision-making skills; verbal, written and active listening communication skills. Uses interpersonal skills and service orientation skills in interactions with customers and colleagues. Good organizational skills and ability to multi-task.
  • Working knowledge of workforce authorization administration processes (I9, USCIS, DHS), policies, and procedures; knowledge of organization-specific computer application programs. 
  • Has thorough knowledge of all payroll functions  
  • Thorough knowledge of regulatory compliance requirements for Payroll Function.
  • Strong interpersonal skills and ability to work effectively across the organization.
  • Knowledge of Payroll/HR processes and forms and knows organizational and departmental principles and procedures.            
  • Working knowledge of organizational policies and procedures; knowledge of functional area and understanding how work may impact other areas specifically related to Payroll functions.       
  • Demonstrated analytical skills to conduct analysis and develop recommendations.            
  • Problem solving, problem identification and reasoning skills.
  • Intermediate mathematical skills.
  • Knowledge of Academic Personnel Policy for the University of California (PPSM).
