Job Description
This position will support the Subcontracts and Purchasing group in San Diego, California (Rancho Bernardo campus). Job responsibilities will include, at a minimum, the following:

Issues Requests for Proposals (RFP) for various commodities and services from suppliers and develops evaluation criteria to determine best value and source selection. Negotiates proprietary information agreements (PIA), teaming agreements (TA) as well as subcontract provisions. Creates and develops subcontract agreement packages for review and approval utilizing an electronic PO file system. Prepares awards and administers resulting subcontracts. Negotiates changes to subcontracts and issues modifications. Statuses and manages supplier deliveries, coordinates incoming receipts and manages resolution of issues related to contractual requirements and invoicing. Coordinates work requirements with the Product team, and defines terms and conditions for the procurement of specialized materials, equipment, services and participates in Zero Defect initiatives with suppliers. Supports proposal efforts as a functional contributor. Provides subcontractor status inputs to program management in support of program reviews.

Typical Education & Experience
Typically a Bachelor's Degree and 2 years work experience or equivalent experience

Required Skills and Education

  • Familiarity with defense aerospace industry & regulations and the understanding of the role of procurement and supply chain in complex industries
  • Familiarity with acquisition of commercial off-the-shelf (COTS) hardware and software products
  • Familiarity with FFP, T&M, and Cost-type contract types
  • Experience with subcontract administration, purchasing or procurement related activity
  • Familiarity of FAR and DFAR regulations and of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
  • Understanding of subcontractor solicitations and bid analysis/process
  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, PowerPoint and Outlook)
  • Experience using enterprise resource planning (ERP) software systems
  • U.S. Citizenship


Preferred Skills and Education
  • Bachelor's Degree in a related discipline
  • Additional course work in supply chain or contracts management
  • Desire for continuous improvement
  • Generosity of thought and knowledge
  • Familiarity with Oracle purchasing system
  • Basic understanding of contract law and government contracting
  • Familiarity with a large, complex multifaceted electronics design & manufacturing environment
  • Technical background--ability to read and interpret drawings and statements of work (SOW)
  • Top Secret clearance eligible
