Description

Develops and implements a global HR operations strategy that contributes to success by driving efficient, compliant, streamlined, and productive processes and tools that advance company mission and strategic objectives.
Leads domestic and international HR operations activities with a focus on HR policies, practices, and programs. Aligns HR operational and support services to be compliant, and anticipate the needs of the business units, regional offices, projects, and other work sites.
Administers all people policies & procedures for the organization.
Leads a team that delivers excellence in HR policy analysis, processes, project management, and compliance.
HR Functional Leads and HR Business Partners, leverages global HR subject matter expertise to develop and implement institute-level global HR policies, procedures and programs for the workforce.
Provides guidance and expertise to staff in the development and maintenance of international employee handbooks for over 40 countries.
Coordinates the preparation of HR programs and tools (policies & procedures, management guidelines, and other HR infrastructure) to support the business units as well as proposals and projects.
Designs and maintains an international SharePoint site that provides access to international documents and templates such as country-specific employment agreements, employee handbooks, benefits summaries, salary structures, etc.
Leads the design of reporting, dashboards, and tracking methodology that delivers actionable insights to the business.
Ensures compliance with legislation and HR policies and procedures globally. Oversees policy, process and procedure documentation.
Ensure timely updates to
the company intranet.
Provides functional support to HR staff (HR Business Partners, Regional Office HR leaders, their staff, and their project teams) on operational matters.
Serves as HR Operations liaison with Legal, Tax, Payroll, and Procurement for domestic and international HR issues.
Coordinates the development of the U.S. Affirmative Action Plan by ensuring data integrity and completion of information that is provided to outside counsel.
Responsible for leading the execution of the global data retention policy for HR data and documents.
Leads global HR due diligence (terms and conditions of employment, infrastructure and documentation) in support of HR administration, M&A planning, etc.
Develops and ensures delivery of training and development for HR staff in the areas of HR Operational Programs/Practices/Frameworks, as well as foundation training for field HR staff.
In support of Talent Acquisition/Talent Management functions, provides subject matter expertise and coordination/facilitation for in- and out-bound immigration cases including international assignment-related allowance management.
Works closely with Employee Services staff and leadership to support regional needs and create global alignment.


Requirements
Bachelors Degree in business administration, human resources management or related field with 20 years of relevant experience; Masters Degree in business administration, human resources management or related field with 14 years of relevant experience; or PhD in business administration, human resources management or related field with 10 years of relevant experience with 5 or more years of experience in a management capacity.

Critical thinking skills with the ability to identify and understand issues, root causes and opportunities from disparate sets of information and provide clear conclusions and guidance
Ability to quickly assess capability within the team to determine strengths and gaps and develop plans to optimize the team.
Demonstrated ability to develop a vision of service delivery around which the team will rally

Proven ability to lead complex projects with quality communication and thorough change management

Demonstrated ability to liaise with new vendors, as we explore outsourcing, etc. and drive higher levels of performance from existing vendors

Experience with immigration, compliance, and employee mobility
Strong working knowledge of and experience in US, international, and local national HR

Working knowledge of and experience in international and domestic labor and employment laws and legal resources

Knowledge and experience providing support to employees on immigration processes

Knowledge and experience with international development systems and policies

Experience providing Human Resources management/support to USAID or other key clients in international development sector preferred

Understanding of HRIS and execution of an HR Technology Roadmap preferred

Understanding of the value of customer service and ability to provide it in an exemplary manner

Experience with HR data and analytics
Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
Excellent oral and written communication skills
Excellent interpersonal and presentation skills
Ability to operate in a matrix organization environment with multiple clients and stakeholders
Ability to work in a fast-paced environment and meet deadlines under pressure
Possess the highest level of integrity and trust
Attention to detail and accuracy
