Title and Summary

Senior Technical Program Manager Data & Services
The Data & Services team is a key differentiator for Mastercard, providing the cutting-edge services that help our customers grow. Focused on thinking big and scaling fast around the globe, this agile team is responsible for end-to-end solutions for a diverse global customer base. Centered on data-driven technologies and innovation, these services include payments-focused consulting, loyalty and marketing programs, business Test & Learn experimentation, and data-driven information and risk management services. Innovative product opportunities, modern business questions, and intricate datasets present uniquely challenging problems that we are eager to take on. The Mastercard D&S next generation platform blends industry-leading analytics, advanced software architecture, and the latest web technologies to face these problems. Our software is required to effectively decipher analytically complex insights from these problems, on which businesses base multi-million dollar business decisions.
Test & Learn
As a member of the Test & Learn team, you will apply your project and program management skills to building industry-leading business experimentation software that brings sophisticated analytic techniques to business users around the world. We are rapidly expanding our product offerings and innovating on how we deliver Test & Learn solutions to our clients. We are looking for organized and collaborative individuals that can play a role in helping us scale our platform development and tackle the big challenges of the future.
As a Senior Technical Program Manager you will...
• Be responsible for planning, execution, and delivery, from inception to completion, for an existing technology product or program
• Drive continuous improvement of success metrics across the Program
• Proactively manage the end-to-end delivery of engineering work though the engineering team and all dependent organizations
• Report on progress, ensuring dependencies are covered
• Operate between teams and architectures–overseeing the gaps between teams, processes, and systems, while removing all blocking issues leading to a successful delivery
RESPONSIBILITIES
Program Management
• Assist Program management activities around cost, schedule, quality etc.
• Tie what teams' are developing back to the why, the big program picture
• Maintain and present program related information, & metrics for leadership review
• Drive initiatives for automation, defect metrics and overall quality initiatives
• Advance operational and business concerns or issues relative to future business programs, projects, or enhancements that may affect consistent delivery of quality services.
• Recommend strategic direction, continuous improvements and policy changes.
Project Management
• Plan, execute, and deliver projects from inception to completion related to a known technology, product, or program
• Proactively manage the end-to-end delivery of engineering work through the organization and all dependent organizations, reporting out progress, ensuring dependencies are covered, overseeing the gaps between teams, processes, and systems, while removing all blocking issues leading to a successful delivery
• Build and maintain integrated project schedules that account for internal/external dependencies, differing delivery approaches, numerous constraints, and adequately factor in contingency for unplanned delays
• Negotiate features and associated priority and help the team and their customers reach consensus
• Collaborate with engineering managers to secure resources, scope efforts, set priorities and establish delivery milestones
• Figure out the sequencing of the work so that engineering execution can be optimized
• Identify blocking issues and manage their resolution
• Coordinate with various groups in MasterCard across locations to ensure success of the projects
Technical Facilitator
• Work with 2-3 scrum teams and have the technical credibility to drive constructive discussions with the engineering teams (you may be embedded within the scrum team or your work may be cross-cutting across products, multiple scrum teams, and/or technologies)
• Leverage guidance occasionally from peers and/or your manager as the team's operating procedures and technology are well defined
• Drive clarity into technical implementation by driving design discussion with the team
• Provide business context and associated customer use cases to engineers as required and competently represent your team's systems to others both inside and outside the organization
• Manage project communications, and may be the first point of contact for the team
• Run effective meetings
• Clearly articulate scope, timelines, dependencies, owners, actions, risks, and mitigations
• Own project communications and ensure the right information about the status of a project is delivered to the right audience at the right time
• Take the time to fully learn the functionality, architecture, dependencies, and runtime properties of the systems involved with your projects including business requirements, Mastercard customer's experience, Mastercard's back office systems, the technical stack (application/service architecture), interfaces and associated data flows, dependent applications/services, runtime operations (i.e. trouble management/associated support strategies), and maintenance.
• Understand your team's technologies and are able to evaluate system designs and architecture as you participate in solution discussions

IDEAL CANDIDATE QUALIFICATIONS
• Strong understanding of project & program management techniques around cost, schedule, quality, etc.
• Experience building and releasing APIs and/or other software infrastructure
• Strong understanding and experience with Agile development
• Knowledge and practice of numerous patterns and techniques to improve team processes (i.e. Burndown techniques, retrospective formats, defect handling, etc.)
• Strong stakeholder management skills across a variety of audiences (Business Owners, Development Teams, Legal, Security, etc.)
• Coordination and organization skills and the ability to work with multiple groups across multiple locations to ensure success of project
• Verbal and written communication is clear and concise
• Good skills around situational awareness, conflict resolution, transparency, and empowerment; models servant leadership
