General Summary of Position
Accountable and responsible for the design, organization, coordination, and evaluation of the clinical and administrative operation of the Radiation Oncology practices within MedStar Ambulatory Services. The Senior Director of Nursing is part of the MedStar Health Nursing Leadership team structure and works collaboratively with the medical staff, CNO-MAS, and other leaders to assure excellence in the provision of quality and safe care. Provides professional nursing leadership and administrative direction for nursing practice for Registered Nurses and support associates in the department to ensure the highest quality, culturally sensitive, and evidence-based patient care. Maintains and demonstrates knowledge of current and innovative practices. Creates a practice environment that exemplifies the patient first culture and demonstrates responsibility for leading operational, personnel, and budget-related activities within the department(s). Contributes to the department of nursing's strategic plan and annual goals and is accountable for the implementation and attainment of these goals within the defined areas of responsibility. Promotes a culture in practice to assure the MedStar Health entity mission of a Patient First environment and SPIRIT Values; enhances productivity, role engagement and job satisfaction. Responsible for the compliance with regulatory and accreditation requirements and quality standards to promote and advance professional excellence in the outpatient setting. The Senior Director of Nursing serves on various committees and works closely with senior leaders, associates, physicians, and community stakeholders to ensure the delivery of customer focused, high-quality care to both patient and physician customer, focusing on delivering "world class" results in all areas of the MedStar scorecard.


Primary Duties and Responsibilities

  • Formulates, implements and interprets the philosophy, objectives, strategic plan, goals, standards of practice, policies, and procedures for the department of nursing. Assumes leadership for the planning, development, execution, day-to-day operations, and ongoing evaluation of patient care services and nursing practice within the assigned clinical areas/departments according to MedStar Health/entity mission, vision and SPIRIT Values, and Nursing's philosophy, strategic plan and annual goals.
  • Demonstrates responsibility for fiscal planning and management of the department-based budget. Engages in ongoing productivity monitoring, adherence to prescribed annual budget, and assurance of adequate availability of personnel (staffing and scheduling) and other necessary resources to support the delivery of safe patient care and realization of departmental goals. Ensures nursing and front-desk staff coverage at all locations by coordinating staff scheduling and floating of associates in between practice sites when necessary.
  • Develops, implements, and maintains quality and safety standards relevant to the Radiation Oncology Services. Acts as a quality, safety, and risk management leader within the department. Implements and evaluates the nursing QA program. Monitors and assesses the quality of services provided to the defined patient population, identifying and prioritizing areas of improvement. Implements action plans according to MedStar's performance improvement frameworks and tools to demonstrate sustained desirable outcomes. Resolves nursing and clinical practice issues and is a champion for best practice.
  • Collaborates with senior leaders (system and entity-based) in strategic planning, program development and execution of entity and divisional goals. Demonstrates accountability for performance measures, including nursing sensitive outcomes, associate engagement, and patient/family experience of care for areas/units of responsibility. Provides reports and statistical data related to the functioning of Nursing.
  • Creates a professional practice atmosphere and an environment of evidence-based practice, mentoring and professional development that supports shared/collaborative governance and a high level of associates' satisfaction/engagement as evidenced by retention and other outcomes data. Upholds MedStar Health's SPIRIT Values.
  • Develops and contributes to the achievement of established Department goals and objectives and adheres to department policies, procedures, quality and safety standards. Ensures associates' compliance with policies and procedures, and governmental regulations and accreditation standards. Upholds ethical principles and corporate compliance standards.
  • Selects, trains, and facilitates the orientation of associates to the Department. Develops standards of performance, evaluates performance of associates, and conducts performance management planning. Provides associates with timely constructive feedback on performance. Identifies individual development needs and provides appropriate resources to meet needs. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with associates to review programs and performance, discuss new developments, and exchange relevant information.
  • Coordinates with the physician/provider team, senior leaders, and office staff to have an efficient flow of patients through the practices. Maintains liaison with other disciplines, such as social services, medical oncology, dietary support, speech therapy, physical therapy, pastoral care and pain management, and sees that their services are made available to patients in an appropriate and timely fashion.
  • Ensures that adequate materials, supplies, and equipment are available in support of optimal care delivery and that cost containment efforts are implemented. Communicates new materials and supply needs to materials/supply chain leaders. Participates, or engages associates as appropriate, in product and equipment selection.
  • Develops and implements new programs by identifying and planning for the educational and training needs of associates which will contribute to meeting the service line objectives and professional growth while providing the highest quality care delivery and patient outcomes. Participates in hospital/entity and system-wide collaborative committees, task forces, interdisciplinary forums, quality, and performance and service improvement teams. Chairs or co-chairs key action teams charged with the design and implementation of initiatives such as system nursing annual goals, evidence-based guidelines, standards of care, or expansions of services or clinical programs.
  • Directs the activities of professional and support personnel within assigned area(s). Establishes mechanisms/action plans that provide for the early identification and mentoring of aspiring clinicians and associates with leadership potential for succession planning opportunities and career coaching based on individual strengths and development needs; provides appropriate resources to meet identified needs.
  • Serves as the Infection Prevention and Control Specialist in collaboration with the system infection prevention leaders. Ensures appropriate infection control practices are developed and satisfactorily implemented. Oversees new hire clearance and ongoing maintenance of prevention and control strategies for patients and associates. Ensures vaccinations are in place when needed.
  • Demonstrates understanding of the organizational responsibility for staffing for assigned clinical initiatives to include continuous assessment of staffing patterns, implementation of changes per assessment, market trends for adequate recruitment and retention with implementation of strategies to address recruitment and engagement issues.
  • Oversees the development of unit specific orientation, preceptor programs, and competency management for nursing and support associate personnel within the department. Collaborates with nursing professional development specialist, practice innovation and informatics in support of new programs implementation. Helps design educational and competency assessment programs to ensure the highest quality care delivery and customer engagement.
  • Directs the front desk operations, which includes supervision of regional Supervisors, partnership with revenue cycle and finance to ensure registration key performance metrics are met.
  • Collaborates with supply chain leaders to ensure that adequate supplies are available for safe and quality patient care delivery. Communicates new material and supply needs to materials managers. Supports the procurement, implementation and adoption of information systems, technology and equipment and participates in product selection and evaluation, as appropriate.
  • Leads and/or participates in multidisciplinary quality and service improvement teams as well as in other meetings and on committees. Represents MedStar in community outreach efforts, as appropriate. Functions as a liaison to the information systems and technology teams by focusing particularly on electronic health record enhancement, use of mobile communication technologies, and availability of optimal electronic documentation systems for provider and nursing teams.
  • Demonstrates advanced knowledge of clinical and nursing practice pertaining to radiation oncology by keeping abreast of nursing or clinical trends through participation in continuing education courses, professional organization conferences and seminars, and collaboration with professional contacts in community and other MedStar entities.
  • Collaborates with System Nursing and other leaders to ensure consistency of practice standards, professional development, etc. Maintains ongoing communication with other leaders to review programs, provide feedback, discuss new developments, and exchange information. Assists with facilitating the integration of services as appropriate within the MedStar Health System's continuum of care.
  • Participates in open, continuous, and timely communication with medical staff members of the department/service line. Acts as a liaison between medical providers and nursing and support associates. Collaborates with appropriate stakeholders to stay abreast of changes, threats and opportunities that are faced by private and employed members of the medical staff.

    Minimum Qualifications
    Education

    • Bachelor's degree in Nursing required and
    • Master's degree in Nursing or related field required

    Experience

    • 5-7 years 5 years progressive nursing and health care experience in leadership and management of a complex ambulatory care program (radiation oncology or general oncology services preferred) in a complex health system. required

    Licenses and Certifications

    • RN - Registered Nurse - State Licensure and/or Compact State Licensure Valid RN License in State of Maryland, District of Columbia, and the State of Virginia or any combination as required based on work location(s) Upon Hire required and
    • CPR - Cardiac Pulmonary Resuscitation for Healthcare Professionals Upon Hire required and
    • OCN - Oncology Nurse Certification Upon Hire preferred and
    • CENP - Certified in Executive Nursing Practice Upon Hire preferred or
    • NEA-BC - Nurse Executive, Advanced Upon Hire preferred
