Summary:

Accomplish the Accounting and Finance Department objectives by planning, organizing and directing all required to operate and maintain departmental activities and services. Ensure the financial reporting accuracy, adequate internal controls and the protection of tribal assets and development of new and updating of existing financial systems are maintained in accordance with established laws, regulations, policies, and procedures.


Responsibilities:

* Develop departmental plans, goals and objectives and ensure compliance to contractual obligations and requirements.
* Establish, implement and communicate approved goals, objectives, policies and procedures in accordance with applicable tribal, federal, state, and local laws, rules and regulations and the needs of the Oneida Nation.
* Develop plans for the effective management of the Accounting and Finance department and supports the system of internal controls for all accounting transactions and administrative controls as related to employees, fixed assets, purchases, budgeting, and compliance with Generally Accepted Accounting Principles and Governmental Accounting Standards
* Evaluate and establish standardized accounting policies, procedures, and ordinances within the Oneida Tribe's Financial Policies and Procedures in accordance with Generally Accepted Accounting Principles and Governmental Accounting Standards
* Review and approve all accounting policies and procedures for compliance with Generally Accepted Accounting Principles and with requirements established by funding sources, the Oneida Nation, and other governmental agencies.
* Work with customers in the development and setting of reporting goals and meaningful analysis tools to support strategic planning goals
* Prepare management and financial reports for the Chief Financial Officer and others as needed; analyzes financial activity and provides recommendations
* Improve staff effectiveness by counseling, training, and administering corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
* Host regular staff meetings to ensure timely and effective communication between personnel and departmental related activities.
* Achieve financial objectives by preparing and administering annual program budgets, presenting, and justifying budget recommendation to appropriate personnel.
* Contribute to department's effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives
* Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations

* Knowledge of statistical compilation and analyses including working on a computer, being able to work within the Microsoft Office Suite
* Knowledge and ability to efficiently and effectively develop manage and monitor grant funds, as well as program budgets
* Knowledge of tribal, federal, and state accounting, purchasing, and auditing policies and procedures
* Ability to work independently, exercise initiative, exercise independent judgement, prioritize, meet deadlines, and multi-task.

Must pass a background check to meet Employment Eligibility Requirements. If applicable, must pass a background check to meet Oneida Nation/State Compact and/or Oneida Nation Gaming Ordinance, and may be required to obtain a temporary license and/or Gaming license as a condition of employment.

Must be willing and able to obtain additional related education and training.

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
