Summary:

Under direct supervision of the Behavioral Health Director, is responsible to provide executive administrative support services. Work closely through communication efforts with the Comprehensive Health Administration, Supervisors, staff, General Manager, directors, and the general public. Continuation of this position is contingent upon funding allocations.


Responsibilities:

* Supervise personnel which includes hiring, firing, performance evaluation, training, work allocation, problem resolution and coordinating backup help for staff as needed.
* Manage daily administrative operations of a department including establishing work priorities; assists in resolving problems related to the day-to-day operations of the unit
* Prepare correspondence, reports, minutes, agendas, forms, directories, and other communications from drafts, recordings, or verbal instruction as requested. Recommend revisions to enrollment forms. Attend staff meetings and take minutes as requested.
* Assist with planning, implementing and monitoring departmental budget.
* Assist in developing and implementing operational administrative policies and procedures consistent with the goals and objectives of the Comprehensive Health Division.
* Plan, develop, and coordinate the execution of policy, procedures, and operations; monitors compliance with policies, procedure, regulation, and appropriate laws.
* Oversee, coordinate and maintain sick and annual leave documents, travel reimbursements, purchasing documents, and/or employment documents.
* Oversee the provision of administrative assistance and support to the Executive Management Team, to include problem solving, project planning and management, fiscal management, day-to-day office coordination, and administrative services.
* Ensure employee's weekly KRONOS time is accurate and complete. Enters time into KRONOS Timekeeping System to the Time and Attendance Department on a weekly basis.
* Coordinate the development and maintenance of the contractual agreement process for employment, services and supplies as directed by the Behavioral Health Management Team., utilizing contracts software
* Coordinate programs, seminars, workshops, travel arrangements, special projects, and/or events; may coordinate program/project development and planning.
* Coordinate monthly meetings, distributes notices, meeting agendas, minutes and mailing for Behavioral Health Management
* Network and coordinate with the Comprehensive Health management Team, Behavioral Health Management Team, Behavioral Health Employees and support staff on Business Committee directives, assignments, and projects
* Sort, index, file, retrieve and maintain personnel files, contracts, credentialing documents, reports, meeting minutes, policies and procedures and other department related materials as needed/requested.
* Inventory supplies utilizing Envi Software
* Maintain good communication with co-workers and maintain a positive and professional work environment.
* Operate standard office equipment such as personal computers, calculators, fax machines and duplication machines, etc.
* Maintain strict departmental security, confidentiality, and quality to meet professional standards of the department

Skills:

Essential:
* Must comply with Caregiver Law and Grant conditions criminal history checks as a condition of employment to include fingerprinting
* Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
* Knowledge of department organization, functions, objectives, policies, and procedures
* Knowledge of finance budgeting accounting and cost control
* Adhere to strict confidentiality
* Employees are required to have proof of immunity or dates of two (2) doses of MMR and proof of immunity or dates of two (2) doses of Varicella prior to starting in any position within the Oneida Comprehensive Health Division. Any refusal of vaccination(s) or failure to provide proof of immunity may disqualify the applicant
* Knowledge of best practice standards, trauma informed care, historical trauma and strength-based approaches
* Computerized accounting software programs, office equipment including 10-key adding machine, and word-processing and spreadsheet programs
* Knowledge or training in basic Accounting procedures
* Communicating effectively, both verbally and in writing
* Knowledge of business English, proper spelling, grammar, and punctuation, and basic math
* Knowledge of supplies, equipment, and/or services and inventory control
* Knowledge of office practices, procedures, and equipment
* Knowledge of accounting procedures involving procurement, travel, and/or employment
* Knowledge with records management procedures
* Skill in operating computer and various word-processing, spreadsheets, and database software programs in a Windows environment
* Skill in supervising, coaching, training, and evaluating assigned staff
* Knowledge of IHS, and other health care regulatory agencies
* Knowledge of medical insurance procedures and documentation
* Knowledge of professional credentials and privileging requirements

* Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of- state driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.
