  POSITION SUMMARY
The Project Manager oversees the planning, implementation, and execution of the Nation's strategy. The Project Manager develops project plans, establishes timelines, allocates resources, and monitors progress to ensure successful completion. Collaborates with various stakeholders, including tribal departments, community members, and external partners, to ensure project goals and objectives are met and that the project aligns with the Nation's overall goals. Continuation of this position is contingent upon funding allocations.

DUTIES AND RESPONSIBILITIES:
1. Oversee project lifecycle: Manage the entire project lifecycle from inception to execution and closure ensuring alignment with nation-building strategies.
2. Alignment with Nation's Goals and Objectives: Ensure the project meet scope, objectives, timelines, and budget in accordance with goals set by taking into account the principles sovereignty and strong governing systems.
3. Project Management Services: Provide comprehensive project management services, including the following:
     a. Project Plans: Review and update existing project plans to ensure they align with the needs of the community and the goals.
     b. Project Schedules: Develop and maintain project schedules to ensure timely completion, considering strategic outlook.
     c. Communication: Effectively communicate goals, objectives, policies, and procedures, respecting cultural relevancy and sovereignty.
     d. Resource and Risk Management: Manage project resources, risk, and progress, applying strong governing systems.
     e. Cost Tracking: Track the cost of tasks and supplies in line with budgets.
     f. Quality Assurance: Evaluate completed projects to ensure quality work before implementation.
     g. Prepare implementation strategies, communication, and post implementation assessments.
     h. Reports and Updates: Draft and submit reports and updates promptly as requested.
     i. Teams: Form and facilitate teams to accomplish the objectives.
     j. Serve as the main point of contact for this project.
4. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
5. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently walk, sit, reach with hands and arms. Occasionally stand, climb or balance; stoop, kneel, crouch, or crawl, life and/or move up to twenty-five pounds with assistance.
2. Generally, work performed in an office setting with moderate noise level.
3. Extended hours, evening and/or weekend work, and overnight travel may be required.
4. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.

STANDARD QUALIFICATIONS:
1. Knowledge of applicable federal, state, county and local laws, regulations, and policies related to Gaming and gambling activities.
2. Knowledge of the Oneida Nation organization, functions, objectives, policies, and procedures.
3. Proficient use and knowledge of the principles and practices used in project management.
4. Skill in coordinating and leading diverse teams.
5. Possess effective communication and interpersonal skills to interact with federal, state, local elected leaders, organizational leadership, and other stakeholders.
6. Strong organizational and time management abilities to manage multiple tasks and meet deadlines.
7. Ability to create and present reports, updates, or plan logistics to a diverse audience.
8. Ability to exercise independent judgement and decision-making skills.
9. Ability to analyze situations and adopt appropriate courses of action.
10. Skill in operating various word processing, spreadsheets, virtual teams, presentation, and database software programs in a Microsoft environment.
11. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
12. Must be willing and able to obtain additional education and training.
13. Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during the course of employment.
14. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
15. A valid driver's license or occupational driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-ofstate driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.

PREFERRED QUALIFICATIONS:

1. Project Management Certification
2. Experience working in a tribal government, Indigenous communities, and/or federal, state, local government.
3. Knowledge of tribal governance, sovereignty, and federal Indian policy. 4. Experience with Project Management software, preferred.

MINIMUM QUALIFICATIONS:

1. Must be an enrolled member of the Oneida Nation.
2. Associate Degree in relevant or related field.
3. Three (3) years of successful experience in leading or developing projects using project management principles, strategic planning and/or an equivalent combination of education and experience may be considered.
