Qualifications

Required Qualifications:

  • Bachelors degree and 8+ years of demonstrated experience with budget planning, financial management, accounting methods, and financial management tools including Earned Value Management (EVM) and Performance Baseline practices, life-cycle cost estimating and analysis, program spend-plans and Integrated Baseline Reviews related to program financial management.
  • Demonstrated strong managerial experience organizing, planning, directing, and managing business management teams, working with operating components, and supporting operational needs in a in a federal consulting environment within cost and schedule restraints (preferably at a DHS Component).
  • Possess an understanding of the DHS or DOD SELC and DHS Management Directive 102-01, DoD 5000, and Federal Acquisition Institute guidelines, and acquisition support for complex system acquisitions.
  • Experience with Cost Estimating Relationships (CERs), Cost Estimates and Analyses for Project/Program Life Cycle Cost Estimates (LCCE), Analysis of Alternatives (AoA), Business Case Analysis (BCA), Rough Order of Magnitude (ROM), Acquisition Decision Milestone Decision Event ACEIT, Oracle Crystal Ball, Independent Government Cost Estimates (IGCE), Costing Documentation and Reports, Schedule Risk Analysis (SRA), Critical Path Analysis, Acquisition Program Baseline (APB), Cost Estimating Baseline Document (CEBD), Integrated Logistic Support Plan (ILSP), PPBE, Program Spend Plans, Government GAAP and FAS, SAP Enterprise Resource and Business Warehouse, and Capitalization Submissions for Property, Plant, and Equipment.
  • 1+ years of experience directly supporting DHS Customs and Border Protection (CBP) programs.

Desired Qualifications:

  • Masters degree with PMP and Lean Six Sigma certification.
  • Currently working with CBP with an active CBP Background Investigation / DHS Suitability or Top Secret clearance preferred.
  • 2+ years of experience managing a business operations contractor team for a DHS office or major program. Experience with the SELC and Acquisition Lifecycle methodologies, policies, processes, and systems – preferably at CBP.


Responsibilities

  • Lead a diverse, multi-disciplinary workforce in assisting the client to manage and advance business operations capabilities across acquisition and program lifecycles to include:
    • Conduct identification and analysis of key financial management training needs and assist efforts to improve organization business staff expertise across the disciplines of program financial management, budget development, and funds management and execution through development and execution of policies, SOPs, best practices, and trainings.
    • Provide cost estimating and analysis subject matter expertise for portfolios, programs, and projects across system life cycles to conduct and improve techniques, processes, and tools.
    • Develop Cost Analysis Products including Alternatives Analysis, Business Case Analysis, Rough Order of Magnitude (ROM) Cost Estimating, Risk, and Uncertainty Analysis.
    • Provide program/project scheduling expertise to assist with the development, maintenance, and analysis of Acquisition Program/Project Work Breakdown Structures (WBS), Integrated Master Plans (IMP), and Integrated Master Schedules (IMS) and to conduct Schedule Risk Analysis (SRA), Critical Path Analysis, and other schedule analysis activities.
    • Support the development of program financial assessments and Program Assessment Reviews (PAR), Portfolio Reviews, and Program Management Reviews (PMR).
    • Research and review budget, cost, and financial portions of acquisition documentation including the Acquisition Program Baseline (APB), Cost Estimating Baseline Document (CEBD), Life Cycle Cost Estimate (LCCE), Integrated Logistic Support Plan (ILSP), program budget submissions, and related documents, program spend plans, funds status.
    • Provide expertise across all facets of the Programming, Planning, Budgeting and Accountability (PPBA) process and support INVEST financial, cost, and budget inputs.
    • Administer professional accounting assistance in the application and compliance of Government Generally Accepted Accounting Principles and Federal Accounting Standards.
    • Research and draft Capitalization submissions for Property, Plant, and Equipment for deployed systems and property.
    • Apply advanced technical expertise in reporting, models, standardized reporting, complex financial evaluations, and funding assessments to include expertise in data extraction and analysis in SAP Enterprise Resource and Business Warehouse for program support and evaluations.
  • Provide this expertise in support of federal IT and non-IT programs throughout the acquisition lifecycle framework activities and documentation requirements.
  • Collaborate effectively with SPA management and resources, government clients, and related stakeholders to address project taskings, opportunities, issues, and challenges.
  • Develop and present briefings for various audiences and level of seniority on project status, issues, and considerations to ensure executive decision makers receive timely, complete, and accurate information to make informed decisions.
