Overview

Join the executive team at the Agency of Human Services supporting six departments in enhancing department-level performance management systems and change management implementation. Work involves long-term project management to ensure coordination and implementation of strategic goals and data-driven decision making, as well as short-term project management for critical projects that meet emerging system goals and needs. This position will work closely with leadership in both the Agency and each department on establishing and measuring strategic plans and goals. This position utilizes, promotes, and coordinates performance improvement tools (Results Based Accountability, Stat, Lean, AIM, etc.), manages AHS Scorecards, and reports Act 186 (2014: An act relating to reporting on population-level outcomes and indicators and on program-level performance measures) to the Chief Performance Officer. This position will also coordinate tool management and performance management training with the Chief Performance Officer for all six departments. This position must have excellent project management, organization, public presentation, and facilitation skills. Experience with strategic planning, performance management, data interpretation and project management preferred, familiarity with data-informed decision making, and comfort with data and performance management tools desired.

AHS BACKGROUND CHECKS:  Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are typically performed in a standard office setting. Some travel is required for which private means of transportation or utilization of SOV Fleet Cars is necessary. Incumbents may need to work evenings or weekends and deliver trainings and/or speak before public groups, including the Vermont Legislature.

Minimum Qualifications

Bachelor's degree in public administration, health or community planning AND three (3) or more years of experience in quality/performance improvement, and strategic planning within a government, clinical, or educational environment.
