Overview

This position is located within the River Corridor and Floodplain Protection section of the Vermont Rivers Program. This position will serve as the Assistant National Flood Insurance Program (NFIP) Coordinator and Regional Floodplain Manager. As the Assistant NFIP Coordinator, this position will work with the State NFIP Coordinator to assist in coordination and implementation of the state's Floodplain Management Program. 

 

The person in this position can potentially have a primarily telework or hybrid schedule, with occasional time in the office when required, especially during the initial training period.

 

Depending on the successful candidate's experience and background, other roles that this position may include:

  • Planning and organizing the implementation of the program's annual scope of work activities under FEMA's Community Assistance Program
  • Coordinating program technical assistance and support to individuals, municipalities, consultants, and state agencies regarding the feasibility of proposed development proposals or hazard mitigation projects in Vermont. 
  • Manage and support training outreach efforts for municipal officials and other stakeholders.
  • Coordinating Program compliance efforts for permitting and municipal technical assistance programs. The position would provide oversight and supervision on complex compliance cases and projects. The position may conduct field work/site inspections to identify issues related to floodplain and/or river corridor management requirements, or coordinate Program compliance support with FEMA and other partners.
  • Assistance coordinating Program post-flood recovery and response technical assistance and outreach.


The position requires working both independently and collaboratively to plan and implement the Program's annual floodplain management activities, recommend mitigation project goals to enhance natural river systems and to minimize conflicts between river/floodplain dynamics and human investments. This position requires strong written and verbal communication skills, must work well with the public and include education in each interaction.

 

Required skills and knowledge includes knowledge of floodplain and riverine ecosystems; demonstrated commitment or ability to advocate for and cultivate an equitable, diverse, and inclusive environment; background and experience in public outreach and education, experience collaborating with partners from a variety of backgrounds; knowledge and experience reviewing and analyzing site plans, grading plans, and related engineering and surveying schematics

 

Preferred skills, but not required, include: working knowledge of FEMA's National Flood Insurance Program (NFIP) and Hazard Mitigation Assistance (HMA) program; familiarity with or working knowledge of riverine hydrology/hydraulics and fluvial geomorphology; experience building consensus and support in the development of program policies; experience or exposure to hydrologic and hydraulic modeling principles, practices & output; experience Certified Floodplain Manager a plus, but not required.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.

OR

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Six (6) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
