Tahoe City Public Utility District (TCPUD) is saying goodbye to our Director of Utilities who after 25 years of service is riding off into retirement in the fall of 2024. As a result of this retirement, TCPUD is announcing an exciting career opportunity for individuals who are experienced in public utility leadership and have a passion for innovation and public service.

About the Director of Utilities Position:

TCPUD's Director of Utilities position is a complex and multi-faceted role. The Director provides leadership and directs the functions of the Utilities Department. The Director reports to the General Manager and serves as a member of the District's senior management team.

The Director is responsible for identifying utility priorities and capital projects for both the near and long term while administering the budgets necessary to achieve them. The Director works closely with the Engineering Department in the areas of infrastructure design and maintenance and infrastructure innovation. The Director coordinates and leads the monthly Sewer and Water Committee meetings and actively participates in monthly Board of Directors meetings.

The Director mentors and guides a team of dedicated staff who are committed to building a healthy mountain community. The Director provides direct supervision to two Utilities Superintendents and a Utilities Administrative Technician. In addition to overall supervision and leadership of the Department, the Director manages and oversees the Sewer and Water operating and capital budgets and is tasked with balancing long-term strategic planning with day-to-day operational oversight.

TCPUD, a special district located on the North Shore of Lake Tahoe in Tahoe City, California, serves a 31-square mile area, lying within both Placer and El Dorado Counties, extending from Emerald Bay to Dollar Hill and along the Truckee River to the Nevada County line. TCPUD provides safe and reliable water supply to 5,740 customers, sewer service to 7,725 customers, and manages numerous parks, beaches, facilities, and recreation programs for residents and an extensive visitor population.

The Ideal Candidate:

TCPUD is seeking a knowledgeable and dynamic water and wastewater professional with a passion for optimizing utility operations and driving strategic initiatives. The ideal candidate for this position must be a forward-thinking leader who can oversee complex utility projects and propel innovation in infrastructure development.

The ideal candidate for the Director of Utilities is an experienced leader with a strong background in utilities operations and management, civil engineering, and/or capital project planning and implementation.

The Director of Utilities is also a strong supervisor who possesses the emotional intelligence needed to manage a diverse and high-performing team. The Director encourages excellence through empowerment and clear goal-setting and is committed to being a role model for the organization.

Compensation and Benefits:

The annual salary range for Director of Utilities is $168,126 - $218,545. Placement within this range is based on qualifications and experience. In addition, TCPUD offers an attractive benefits package, including:

Retirement: The District participates in the California Public Employees' Retirement System (CalPERS).

Deferred Compensation: The District participates in the CalPERS 457 Plan with a 2% contribution made by TCPUD.

Medical, Dental, and Vision Insurance: The District currently provides and pays the full premium for employee plus qualified dependents for the CalPERS Gold PPO Plan. The District also currently provides and pays the full premium for a $1,500 annual dental benefit for employee plus qualified dependents and a $500 annual vision benefit for employee plus qualified dependents.

Education and Experience Requirements: Any combination of education and experience which would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:  • Successful completion of an ABET-accredited engineering program at a college or university with a Bachelor of Science degree in Civil Engineering or a closely related field.  • A master's degree with major course work in engineering, public administration, or a related field is desirable.

Experience:   • Six (6) years of progressively responsible professional experience in the operation and maintenance of water and wastewater systems and/or the design and construction of public utility infrastructure, including five (5) years of administrative and management responsibility preferably in the public sector.
