Project Summary:

The USAID/ Georgia Data-Driven Collaborating and Adapting Activity will provide USAID with support in creating and using evidence to guide decisions about how to improve the impact of its activities. The project will involve conducting polls, evaluations and assessments of USAID development activity in Georgia as well as supporting the Mission in using that evidence to guide decision-making. The project will also provide support to USAID in ensuring that USAID staff and teams have the skills, systems and processes in place to be a learning organization. 

 

Position Summary: 
The Chief of Party (COP) will be responsible for providing the vision and overall technical leadership to the Contractor's team. The COP will have principal responsibility for overall management and technical operations to ensure that the Activity's tasks are completed, and the objectives of the Activity will be successfully met. The COP will be the primary point of contact with USAID about day-to-day activity implementation and management matters relating to the contract. The majority of activities under the contract will take place in Georgia.

 

Responsibilities: 

  • Technical Management
    • Serve as the main point of contact for the contract with USAID.
    • Support USAID to define priorities and develop a workplan of activities designed to achieve the mission's learning objectives.
    • Engage strategically to provide support to project teams to deliver complex assignments across all areas of the project, including evaluation, monitoring, research, strategic planning, organizational development and learning.
    • Manage and oversee preparation and ensure timely submission of all contract deliverables.
    • Manage and monitor all sub-contractors and sub-awards under the award.
    • Direct and monitor execution of all other activities within the work plan.
  • Contractual/Financial Management
    • Ensure compliance with all terms and conditions of the contract and applicable U.S. Government and USAID rules and regulations.
    • Manage the contract budget in coordination with the Finance and Administrative Specialist and MSI Home Office Project Management Team.
  • Personnel Management
    • Manage the Platform project team, including directly supervising component leaders and staff.
    • Supervise staff recruitment and ensure implementation of effective security and human resource protocols for project staff.
    • Fill staffing gaps expeditiously to keep work plan and budget on track.
    • Manage the work of team members, reviewing and providing regular feedback.
    • Evaluate performance and negotiate salary adjustments and bonuses, if appropriate.
    • Motivate staff to perform effectively toward project objectives through communication, team-building incentives, and responsiveness.

 

Qualifications:

  • Master's degree in international affairs, social science, or a related field.
  • At least ten (10) years of experience with monitoring and evaluation work in developing countries.
  • At least ten (10) years of progressively responsible management experience.
  • Previous experience managing sub-contractors.
  • Strong communication, writing and interpersonal skills.
  • Previous professional work experience supporting development or humanitarian assistance programs in the Caucasus is preferred.
  • Fluency in English is required.
