Proposal Summary:

MSI is pursuing the anticipated USAID/Mexico Crime and Violence Prevention Activity, valued at up to $25 million. Working in close coordination with USAID/Mexico, the activity will address root causes of violence and crime in Mexico by working with local governments to increase community resilience towards violence and rebuild confidence between citizens and local governments.

 

Position Summary:

The Deputy Chief of Party of Programs (DCOP-P) plays a key role in supporting the Chief of Party (COP) to effectively manage and implement the program. The DCOP-P's responsibilities may include oversight of a grants pool; human resources, personnel recruitment, and management; subcontractor management, activity implementation oversight, and/or contributing technical expertise/leadership in one or more program components. The DCOP-P must have a strong understanding of the program's technical and operational aspects and will support the COP and other program staff in activity development while monitoring and remaining informed regarding the local political, legal, and economic situation.  This will be a full-time position based in Mexico City, Mexico with potential travel to other parts of the country as needed. This position is contingent upon award.

Responsibilities:

Reporting to the COP, the DCOP-Program will be responsible for day-to-day programmatic oversight and support, including:

  • Oversight and supervision of technical staff involved in the design, implementation, and monitoring and evaluation of program activities.
  • Work with the COP and other staff to develop and improve implementation processes.
  • Maintain up to date information regarding the local political, social, and economic context as well as the status of activity implementation and provide this information whenever requested by the COP and/or USAID.
  • Support and/or lead partner and geographic selection processes, working with other staff to identify program opportunities and potential local partners.
  • With guidance from USAID and the COP, contribute as requested to the design and implementation of the project's M&E system.
  • Serve as acting COP when needed.  
  • Support the COP in the preparation and review of USAID deliverables.
  • Other duties as assigned by the COP.

 

Qualifications:

  • A bachelor's or higher or higher is required, preferably in international relations, peace building, or other relevant fields, or equivalent experience.
  • At least (5) five years, with a bachelor's, of relevant work experience or at least (7) seven years of relevant work experience without a bachelor's degree. Relevant experience entails working on donor-funded projects of similar size/scope in a related role.
  • Minimum of three (3) years supervisory experience.
  • Experience in developing and administering grants or small grant programs, preferably with a donor, USAID contractor or international NGO managing an office or program.
  • Familiarity with USAID's policies and grants programming and donor-funded program best practices is preferred.
  • Experience in program planning and implementation in a fast-paced environment, using adaptive management approaches, is preferred.  
  • Prior experience in Latin America is required, with experience in Mexico strongly preferred.
  • Fluency in written and spoken English are required.
