Tetra Tech International Development Services, headquartered in Arlington, VA  seeks candidates to be considered for Deputy Chief of Team-Operations (DCOT-O) position on the INL-funded Justice Sector Support Program (JSSP ) in Afghanistan. This will be a long-term position based in Kabul, Afghanistan.

 

Justice Sector Support Program (JSSP)'s primary objective is to support the development of an Afghan professional group that is capable of sustaining, equipping, managing, and enabling its own criminal justice organizations. JSSP provides training and capacity building for Afghan officials in the Ministry of Justice (MOJ), Attorney General's Office (AGO), Supreme Court (SCt), Ministry of Women's Affairs (MOWA), and other justice sector organizations. The project has three main components:

Case Management System (CMS): CMS is an online application designed to track criminal and civil cases. The CMS is intended to harmonize and interlink justice institutions to effectively perform their functions.

Organizational Capacity Building (OCB): This component focuses on capacity building for justice institution personnel and ensuring that justice institutions are able to fulfill their mandates and operate independently.

Legislative Capacity Building (LCB): JSSP's efforts in LCB contribute to ensuring that laws and related documents are coherent, comply with the Constitution, treaties and conventions, and incorporate internationally recognized standards for the protection of women and vulnerable groups.

 

Duties include:

  • Ensure all Program Management Office (PMO) requirements are met and fulfilled as per the contract for the Justice Sector Support Program (JSSP), client and U.S. Government regulations, and Tetra Tech corporate policies

  • Oversee the provision of full operational and administrative support to the project, including in the areas of project operations, human resource management, procurement, finance, and compliance.

  • Oversee the performance of the Kabul-based PMO and directly manage the Finance Manager, PMO Supervisors, and other PMO staff and consultants as needed

  • In coordination with the Home Office PMO, liaise with appropriate/designated INL/Kabul personnel on all life and mission support, procurement, funding, inventory, and security/movement matters for JSSP

  • Be responsible for coordinating all JSSP personnel movement and security requirements in compliance with the policies of the Bureau of International Narcotics and Law Enforcement Affairs of the US State Department (project client) and the US Embassy

  • Identify and report opportunities to improve/streamline administrative and operational activities

  • Assist/advise the Home Office PMO on budget development/revisions; coordinate with Kabul-based PMO staff to ensure regular and accurate reporting of budget projections

  • Identify and oversee implementation of tracking and analysis tools (in conjunction with the COT and Home Office PMO) needed to support decision-making, reporting, management review, and contractual compliance

  • Prepare/submit reports on JSSP finance, administration or operations to the COT or Home Office PMO as required

  • Ensure that contract approval requirements are met and prepare justifications to support approvals in coordination with project leadership as needed

  • Perform other duties as assigned

Qualifications:

  • Minimum of 8 years of experience in project management and knowledge of finance, accounting, and government contracting and demonstrated ability to lead and manage a large, diverse staff working on varied projects

  • Ability to use personal computers and standard desktop software to compose and edit business documents, technical reports, correspondence, and memoranda

  • Demonstrated ability to lead office operations and establish and maintain policies and procedures

  • Must have the ability to understand and formulate statements of work, procurement requests, develop processes and procedures in compliance with corporate guidelines and government contractual and acquisition regulations

  • Prior experience working in Afghanistan or other post-conflict country preferred

  • Bachelor's degree in Business or a related field preferred; Master's preferred

  • Experience developing positive, professional relationships with clients, colleagues, or business partners.

  • Superior interpersonal skills; the ability to interact in a constructive, cooperative, and harmonious manner; to work effectively as a team player; to establish positive relationships and gain the confidence of others

  • The ability to work effectively in a fast-paced, stressful environment. In addition, he or she must be flexible, willing to perform other duties and work irregular hours

  • Provide past professional or personal experience that demonstrates an ability to work creatively and effectively in stressful situations while maintaining a positive attitude

* Must be an American National (AN) or Third Country National (TCN);

* Ability to obtain a Moderate Risk Public Trust (MRPT) Clearance required.
