Tetra Tech Inc. Disaster Recovery (TDR) is currently seeking a Deputy Program Manager for disaster recovery and mitigation programs in Puerto Rico. The successful candidate will have related management experience with CDBG-DR, CDBG-MIT, FEMA PA and IA programs. They will be responsible for functions assigned to them by the Client, Program Manager, and TDR senior management team.

Location: Puerto Rico (Guaynabo Office)

 

Responsibilities:

  • Support the Program Manager in daily operation and all the roles and responsibilities listed for Program Management.
  • Direct and coordinate all daily activities related to training, communications, scheduling, deliverables, staffing designation and evaluation, risk assessment and management.
  • Contact and manage relations with elected officials for subrecipients or potential subrecipients of CDBG-DR and CDBG-MIT programs.
  • Ensure review and compliance with all CDBG-DR and CDBG-MIT regulatory and statutory requirements in coordination with Regulatory Compliance Officer in the development and implementation of projects.
  • Act as main point of contact with PRDOH or its representative.
  • Oversee logistics management, ensuring that procedures are in place to align with the program's goals and objectives.
  • Oversee standards of performance, safety policies, and procedures, CDBG-DR and CDBG-MIT compliance and adjust internal policies as necessary.
  • Lead Human Resources and management activities on the operational side of the programs and may determine the staff needed to accomplish the operational tasks.
  • Perform any other duties and special projects as required.
  • May require travel around the island.

The candidate must have the following qualifications:

  • Must have a bachelor's degree or higher education from an accredited institution.
  • Must have professional experience in managing FEMA Disaster Recovery Funds.
  • Must have professional licenses and/or certifications related to the required degree, valid in Puerto Rico.
  • Must have at least three (3) years of experience as a Program Manager, including at least two (2) years of experience with federally funded program or project management.
  • Must have fluent verbal and written communication skills in English and Spanish.
  • Must be working locally working within Puerto Rico.

The preferred candidate will also have:

  • 5 years of program management experience managing large federally funded disaster recovery programs.
  • Experience developing standard operating procedures.
  • Extensive experience with FEMA Match Programs.
  • Prior experience with CDBG-DR/MIT and federally funded projects.
  • 3 years of experience managing teams of professionals.
  • Ability to multi-task and work under pressure to meet strict deadlines.
  • Ability to work attentively with minimal supervision.
  • Workdays in excess of 8 hours and/or weekend attendance may be required.
  • Have extraordinary attention to detail and work well with a team.
  • Ability to learn new software programs as necessary.
