Summary:

Tetra Tech's Houston, TX office is currently seeking a Director of Pipeline Engineering with high-level expertise in managing complex oil and gas pipeline projects. The Director of Pipeline Engineering will provide engineering support and oversight for onshore and offshore pipeline projects, including building client relations, implementing programs and projects, maintenance and compliance of processes, and more. A successful candidate will bring engineering, project management, and technical expertise to a team of established consultants with a proven track record in the oil and gas industry.

Your Role:

  • Project management and technical support for onshore and offshore pipeline projects.
  • Assigns and reviews the work of junior engineers and project support staff.
  • Development, maintenance, and compliance of processes and project assignments.
  • Management, provide project deliverables, procurement, and construction of pipeline projects.
  • Make important decisions and recommendations on highly technical or complex projects. 
  • Shows proven sound judgment and initiative in the interpretation of policies, and in the planning and execution of projects.
  • Develops and recommends improvements in design and engineering standards.
  • Development and ongoing updates to project scopes of work, engineering design basis documentation, and bid packages.
  • Conducing and overseeing field investigations while providing technical expertise.
  • Coordinating and expediting, as necessary, for all assigned project procurement activities, including the review and approval of all equipment and material engineering specifications and technical data sheets, Request for Quotation (RFQ) and Request for Purchase (RFP) packages, coordinating responses to vendor clarification requests, evaluating vendor proposals, and overseeing the selection of equipment and materials that meets the project requirements.
  • Coordinate compliance and permitting efforts, cost estimating, schedule development, balancing staff workload, etc.
  • Seal engineering drawings as the engineer of record.
  • Other duties as assigned. 

Qualifications:

  • BS in Civil Engineering program required.
  • 25+ years of relevant experience with onshore and offshore pipeline projects.
  • Previous project management experience required.
  • PE licensure in Texas required.
  • PE licensure in additional states desired.  
  • Strong knowledge of Oil & Gas industry including onshore and offshore pipelines.
  • Strong understanding of applicable engineering standards and industry standards and regulations.
  • Previous experience with ROW acquisition, as-builts, detailed design, construction support, route selection, etc.
  • Experience coordinating with client SME's/stakeholders and offsite team members.
  • Excellent leadership, interpersonal skills, written and verbal communication skills.
  • Excellent analytical skills with the ability to dissect problems quickly and develop solutions.
  • Strong computer skills and familiarity with MS Word, Excel, Power Point, Project, and Access.
  • Experience with scheduling software and cost estimating software/spreadsheets.
  • Experience with GIS or similar design databases required.
  • Ability to travel up to 25% or more of the time. 
  • A Pre-employment drug screening in compliance with state regulations is required.
  • Must possess a valid driver's license with a clean driving record without restrictions.
