The United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia's development goals by expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve its objectives and contribute to Indonesia's Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR will focus on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.    

Tetra Tech seeks an Energy Procurement Analyst who will support and report to the Energy Procurement Manager. The successful candidate will have appropriate technical skills in business process analysis and report writing as well as knowledge of the energy and/or power sectors in Indonesia.  They should also be self-motivated with a high level of initiative and accountability. Position Background 

USAID SINAR builds upon the longstanding partnership between the U.S. Government and the Government of Indonesia and their commitment to climate change mitigation in the energy sector. One of the key areas of intervention is energy procurement. Activities include: 

  1. Providing technical assistance to government agencies and utilities in implementing best practices for transparent and competitive procurement of energy resources, including renewable energy.
  2. Strengthening the capacity of stakeholders to design and implement sustainable procurement mechanisms that promote renewable energy integration and minimize environmental impacts.
  3. Facilitating partnerships between public and private sector entities to leverage financing opportunities for sustainable energy procurement projects.
  4. Supporting the development of policies and regulations that promote sustainable energy procurement and investment, including incentives for renewable energy deployment and energy efficiency measures.

Position Responsibilities 

  • Assist manager with SINAR's deliverables, such as studies and analysis, training and capacity building, and engagement with stakeholders.
  • Conduct analysis to identify trends and issues in the energy sector and provide input for strategic decision-making processes.
  • Support the development of comprehensive policy recommendations based on regulatory research to optimize energy procurement practices and ensure compliance with industry standards.
  • Conduct policy and regulatory research related to energy and power procurement.
  • Monitor the power market. Collect publicly available data and information regarding power procurement, Requests for Proposals issued in the power sector, and any other transactions related to power procurement in Indonesia.
  • Collaborate with internal stakeholders such as finance, operations, and legal teams to align procurement activities with organizational goals and requirements.
  • Engage with external stakeholders such as suppliers, regulators, and industry associations to stay informed and address any issues or concerns.
  • Support the Director of Energy Procurement and Finance in producing detailed reports for the SINAR project, ensuring accurate and timely administration of project reporting requirements.
  • Support the Director of Energy Procurement and Finance in other areas as needed.

 Minimum Qualifications

  • Bachelor's degree and relevant educational background:  business, finance, engineering, or related field.
  • 5+ years' experience in procurement or supply chain management, preferably within the energy or power sector, with a demonstrated understanding of market dynamics, contract negotiation, and regulatory compliance.
  • Solid understanding of the power market, including market trends, regulatory environment, and key players.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.
  • Advantageous but not compulsory to have knowledge and/or understanding of renewable energy, sustainability, climate change policies, and their implications on power procurement practices.
  • Ability to thrive in a fast-paced environment and manage multiple priorities effectively.

Valued Qualifications

  • Indonesian national or current resident of Indonesia.
  • Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation).
  • Familiarity with current Indonesian government regulations and incentives for renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
  • Knowledge and/or understanding of renewable energy, sustainability, and climate change policies and their impacts on power procurement practices.
  • Working relationship with the Ministry of Energy and Mineral Resources, PLN, provincial government, PLN officials, power project developers, and/or independent power producers
  • Familiarity with USAID procedures and practices for quality control, including monitoring.
