Tetra Tech Inc. Disaster Recovery (TDR) is currently seeking an Environmental Consultant for disaster recovery and mitigation programs in Puerto Rico. The successful candidate will have related experience as a program manager for programs related to CDBG-DR, CDBG-MIT, HMGP, FEMA PA and ER1. They will be responsible for functions assigned to them by the Client and TDR senior management team.

Location: Puerto Rico (Guaynabo Office)

Responsibilities:

  • Maintain awareness, knowledge and applicability of most recent federal and local environmental laws, regulations and policies that may apply to PRDOH's CDBG-DR and CDBG-MIT programs.
  • Develop work plan to perform environmental related studies, analysis of impacts and recommendations for projects under the Non-Federal Match program, Hazard Grant Mitigation Program, and ER1 Program, when necessary.
  • Coordinate and implement the most Maintain awareness, knowledge and applicability of most recent federal and local environmental laws, regulations and policies that may apply to PRDOH's CDBG-DR and CDBG-MIT programs.
  • Develop work plan to perform environmental related studies, analysis of impacts and recommendations for projects under the Non-Federal Match program, Hazard Grant Mitigation Program, and ER1 Program, when necessary.
  • Coordinate and implement the most current and applicable best practices for environmental review under the Non-Federal Match program, Hazard Grant Mitigation Program and ER1 Program, when necessary.
  • Provide all necessary support to the PRDOH to develop and process activities regarding requests for release of funds for the Non-Federal Match program, Hazard Grant Mitigation Program and ER1 Program, when necessary.
  • Coordinate and support monitoring activities for environmental compliance for construction projects under the Non-Federal Match program, Hazard Grant Mitigation Program and ER1 Program, when required by the PRDOH or its authorized representative.
  • Perform any other duties and special projects as required.
  • May require travel around the island.

The candidate must have the following qualifications:

  • Must have a bachelor's degree or higher preferrable in Environmental Science, Biology, Archaeology, Geology or similar field.
  • Must have at least four (4) years of experience with the environmental clearance of federally funded programs involving construction work.
  • Must have completed Categorical Exclusions (CE) not Subject to 58.5 CEs Subject to 58.5 and Environmental Assessments for HUD funded infrastructure project(s).
  • Must have been involved in the completion of an Environmental Review of Record (ERR) as per the requirements of 24 C.F.R. Part 58 for federally funded construction project(s).
  • Must have fluent verbal and written communication skills.

The preferred candidate will also have:

  • Excellent time management and organization skills, as well as the ability to execute multiple projects with overlapping timelines.
  • Good physical health condition, able to carry up to 35 lbs. while walking and possibly hiking, bend, lift relatively heavy loads, and tolerate some weather extremes (heat and cold).
  • Written and verbal Spanish and English proficiency.
  • Must possess a valid driver's license with a clean driving record without restrictions.
  • Be able to work both in a team environment and independently.
  • Strong organization skills.
  • Comfort interacting with clients and a flexible style and be able to immediately adapt to changing priorities.
  • Strong computer skills, knowledge of MS Word, Excel, Access, Power Point and Outlook and the ability to learn new products.
  • Knowledge of database modeling and design, and development of protocols, processes, and procedures for developing databases and reports.
  • Experience with other environmental regulations and permit requirements, wetland delineations, field investigation techniques, sample collection methodologies.
  • Familiarity with a broad range of environmental permits (NEPA, CWA, wetland, industrial and construction stormwater).
