Proposal Summary:  
The USAID/ Georgia Data-Driven Collaborating and Adapting Activity will provide USAID with support in creating and using evidence to guide decisions about how to improve the impact of its activities. The project will involve conducting polls, evaluations and assessments of USAID development activity in Georgia as well as supporting the Mission in using that evidence to guide decision-making. The project will also provide support to USAID in ensuring that USAID staff and teams have the skills, systems and processes in place to be a learning organization.

Position Summary: 
The E&R Director oversees and participates in all evaluations, assessments, polls and research throughout the life of the contract.

 

Responsibilities: 

  • Lead project efforts to conduct polls, evaluations, assessments and other research for the USAID Mission.
  • Work with clients at USAID to develop statements of work for evaluation and research assignments.
  • Identify local partners and local consultants to engage in the work.
  • Onboard team members, oversee methodology design and manage quality control.
  • Design survey instruments and sampling strategies; train survey enumerators.
  • Review draft reports and provide comments leading to finalization of high-quality products for USAID.
  • Lead development of dissemination strategies to ensure findings are shared widely and are used by USAID for learning and adapting programming. 

 

Qualifications:

  • At least a Master's degree or higher in research methods, statistics, public health, demography, social science research, or a related field.
  • At least ten (10) years of demonstrated experience in evaluation or research focused on international development programming.
  • Experience recruiting, onboarding and supervising consultants working on research or evaluation tasks required.
  • Experience designing and overseeing surveys required.
  • At least five years of experience in a supervisory and/or management position that includes providing technical and management oversight to sub-contractors desired.
  • Demonstrated experience with quantitative and qualitative data collection, management and analysis with a strong statistical background.
  • Excellent written, oral and presentation skills.
  • Excellent ability to effectively interact with local professionals, international donors, host country government counterparts and other implementing partners.
