Project Summary:

MSI is a partner of EnCompass LLC in the execution of the Monitoring, Evaluation and Learning (MEL) Platform for USAID in Senegal. The objective of the support contract, the Platform, is to support USAID/Senegal in its performance management and contribute to the establishment of a sustainable MEL culture in Senegal through holistic engagement and the strengthening of local actors and institutions. The Platform facilitates evidence-based decision-making to support adaptive mission management, engage USAID partners in their continuous improvement efforts, and provide capacity building for local partners and service providers. The Platform is conducting a mid-term evaluation of the USAID/Senegal Entrepreneurship and Investment (E&I) Activity to assess the performance achieved at its mid-point in implementation. Specifically, the evaluation team will examine and assess to what extent the E&I project is achieving its high-level objectives and what effects the project has had on business development service providers, entrepreneurs, and financial institutions to better understand the quality, utility, and outcomes associated with the training and technical assistance delivered by the project.

Position Summary:

The Evaluation Team Leader will oversee a midterm evaluation of the USAID/Senegal E&I Activity. The Leader should bring expertise in evaluating USAID projects/programs. The Team Leader will be expected to travel to Dakar as well as travel within Senegal, in the activity zone for a period of 2-4 weeks. This is a Short-Term Technical (STTA) position that will report to the Senior Monitoring & Evaluation Specialist on the Platform. The expected period of performance will run from April 2024 to September 2024, and the estimated level of effort is 50 working days.

 

Responsibilities:

  • Spearhead evaluation workplan development in coordination with team members, including mixed-methods methodology to address evaluation questions, sampling strategy, stakeholders to be interviewed, and data collection tools such as surveys, interview guides, and discussion guides. 
  • Develop an evaluation workplan inclusive of data collection tools for the different stakeholders identified within two weeks of onboarding.
  • Submit a weekly progress report during the field data collection.
  • Orient the team, find the equipment and logistics needed to accomplish the task, organize the distribution of work among the evaluation team members, and coordinate the contributions of the various experts involved in the evaluation, under the supervision of the Platform Task Manager. 
  • Review documents provided by USAID and other stakeholders, present findings, and understand how this information will guide the development of collection tools and be considered in the evaluation of project performance.
  • Present a synthesis of the results of the literature review and identify how this information will contribute to data collection.
  • Participate in the enumerator training.
  • Develop the codebook for qualitative interview coding.
  • Develop an overall data evaluation plan to include both quantitative and qualitative strands.
  • Identify and conduct interviews with relevant stakeholders and organizations.
  • Produce detailed interview notes after each interview and weekly progress reports during data collection phase.
  • Oversee the process of exploiting and analyzing the data collected, in collaboration with the other evaluation team members, to produce the evaluation report.
  • Guide the development of the findings and conclusions table.
  • Present evaluation initial findings to USAID.  
  • Coordinate the workshop for the co-creation of recommendations with relevant stakeholders.
  • Serve as lead writer for the report, integrating comments as needed, and draft an evaluation report.
  • Develop and deliver PowerPoint presentation of findings for USAID.
  • Manage the revisions process in order to finalize report.
  • Perform any other tasks or activities necessary for the success of the evaluation.

 

Qualifications:

  • Master's degree in social sciences, finance, or relevant field is required. Professional certification in program evaluation is highly desired.
  • Minimum 10 years of experience in evaluation and/or social science research is required.
  • Experience conducting evaluations of development projects and programs funded by bilateral or multilateral donors, with minimum five evaluations as a Team or Mission Leader is required.
  • Experience using of quantitative and qualitative methods in evaluations, including surveys, interviews, or focus groups is required.
  • Experience using software for processing and analyzing quantitative and/or qualitative data is required.
  • Experience drafting evaluation reports as a Principal Writer or contributed to minimum three evaluation reports is required.
  • Experience conducting or leading assessments, evaluations, and/or research with USAID is preferred.
  • Knowledge of Senegalese private sector, business development, microfinance sector or investment sector is preferred.
  • Strong management and team building skills is required.
  • Ability to read, write, and speak in both English and French is required.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $450 to $784 USD per day. This paid position is commensurate with experience and education in alignment with contractual labor rate requirements.
