Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation of the health portfolio.

Position Summary:

The Learning and Capacity Building Specialist will take charge of developing, testing, and implementing capacity strengthening and learning methodologies/tools for USAID and its partners. The Specialist will design capacity building packages tailored for USAID and IP staff. This position will be shared between Components 4 and 5, with reporting responsibilities to the Collaborating, Learning, and Adapting (CLA) Director.

 

Responsibilities:

  • Lead the design and execution of comprehensive capacity building initiatives.
  • Drive impactful workshops and learning events, ensuring engagement and knowledge transfer.
  • Conduct thorough organizational assessments and develop customized capacity building plans.
  • Champion a dynamic learning culture and foster robust knowledge sharing mechanisms.
  • Offer expert technical assistance and personalized coaching to enhance individual and organizational capabilities.
  • Keep track of progress of capacity building interventions to continually refine and optimize them.
  • Forge strategic partnerships and cultivate collaborative relationships with project teams and stakeholders.
  • Generate insightful documentation and reports, capturing the tangible outputs and transformative outcomes achieved through capacity building endeavors.

 

Qualifications:

  • Bachelor's degree in business administration, education or other fields relevant to learning and capacity building required. Master's degree preferred.
  • Minimum five years of experience in designing and implementing capacity building programs required.
  • Experience in learning principles and capacity building methodologies required.
  • Experience in international development or work with international aspects and counterparts.
  • Experience with USAID preferred.
  • Strong knowledge of CLA principles and their application required.
  • Proficiency in relevant software/tools for knowledge management required.
  • Ability to oversee quality control on work products required.
  • Ability to work and travel to multi-cultural environments and build effective working relationships with clients, subcontractors, partners, and colleagues required.
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable. 
  • Strong facilitation, training, and coaching skills required.
  • Strong oral and written communication, attention to detail, organizational, analytical, interpersonal, and team management skills required.
  • Professional English capability required, both written and verbal required.
