Project Summary:

Through the USAID/Ethiopia Learning Analytics Activity (LAA), MSI is tasked to conduct a diagnostic assessment of the Childhood Development Activity (CDA). The Childhood Development Activity is a five-year activity funded by USAID and LEGO Foundation, and the prime implementer is Save the Children to address estimated beneficiaries of 200,000 - 339,800 pre-primary school children (3-6+ ages). The activity is being implemented in five conflict-affected regions of the North (Amhara, Afar, and Tigray regions) and drought-affected districts of the South (Oromia and Somali regions). The main objective of the activity is to increase opportunities for preschool-aged young children (ages 3-6+), prioritizing those affected by crisis and conflict, including refugees and internally displaced persons (IDPs) to participate in quality play-based, pre-primary programming with nutrition and Mental Health and Psychosocial Support (MHPSS) that increases their overall well-being and improves their early learning outcomes and holistic development skills.

Position Summary:

The Monitoring, Evaluation, and Learning (MEL) Specialist will be a core CDA assessment/evaluation team member and will provide subject matter methodology and assessment expertise to the study/assessment team, including sampling. The planned period of performance for this activity is expected to begin in April 2024 and is expected to be completed in mid-August 2024. The anticipated level of effort (LOE) is 80 days, and the expected performance period for this activity is a start of April 2024 and is expected to be completed in mid-August 2024. The LOE may be revised once the assessment design is complete. All fieldwork must be completed by mid-June 2024, prior to the end of the school year.

 

Responsibilities:

  • Manage the methodology development of the assessment.
  • Coordinate sampling design strategy, sample size determination, and selection of respondents.
  • Provide leadership in the development of data collection tools.
  • Facilitate data collection training for field data collectors whom a data collection firm may recruit.
  • Spearhead and support the quantitative survey review by employing appropriate data evaluation methods, including developing the analysis plan.
  • Conduct desk reviews on the activity's MEL plan and other secondary documents.
  • Coordinate data analysis.
  • Participate in the overall development of the assessment work plan and assessment design.
  • Participate in data collection and capture efforts, including conducting interviews, document reviews, and direct observations.
  • Collaborate with the other assessment team members to examine data, interpret data, prepare a point presentation on preliminary findings, and participate in drafting the assessment report.
  • Address comments given at all stages of the assessment and deliver quality assessment products.

 

Qualifications:

  • Master's degree in statistics, education, measurement and evaluation, sociology, social work, development studies, or a related field required.
  • Minimum five years of relevant work experience in survey methodologist areas required.
  • Experience in designing a survey, developing methodology, and developing qualitative and quantitative tools/instruments is required.
  • Experience in data collection, analysis, and interpretation using quantitative and qualitative methods required.
  • Experience in providing training preferred.
  • Experience in analyzing surveys.
  • Experience conducting similar /studies in conflict and crisis-affected areas and refugee camps.
  • Knowledge and experience in early childhood education and development in emergencies, early pre-primary education, child protection, safeguarding, school feeding, capacity building, inclusion, and gender.
  • Familiarity with USAID Evaluation Standards and requirements required.
  • Strong understanding of childhood development survey tools like Measuring Early Learning Quality & Outcomes (MELQO).
  • Strong written and oral communication, organizational, and time management skills required.
  • Advanced skills in data analysis methods and the use of core statistical analysis software such as SPSS and/or Stata, mainly as applied to survey research data.
  • Ability to meet deadlines and deliver high-quality work required.
  • Proficiency in English, both written and verbal, is required. Proficiency in one or more local languages is advantageous.
