Tetra Tech Inc. is currently seeking a Project Manager to work with experience in Community Development Block Grant Disaster Recovery (CDBG-DR) for a grant management program.  The Project Manager will work under the supervision of the Program Manager.  Implementation of the grant management program will ensure compliance with applicable CDBG-DR requirements and regulations and adequate coordination and implementation of staff augmentation strategies and of all activities related to efforts in accordance with federal government requirements in connection with the allocation granted under the CDBG-DR Program. 

The Project Manager will support the Program Manager with the following tasks: 

  • Provide assistance with the development and implementation of a CDBG-DR Action Plan as well as policies and procedures
  • Assist in the development of an implementation plan for all programmatic areas, including the identification of projects and schedule development
  • Assist with the administration and activity delivery of planning, housing, infrastructure, and multi-sector eligible programs approved for CDBG-DR funding
  • Assist client with procurement and compliance of contractors selected to implement programs
  • Assist with financial management and project controls, as well as with assessing and managing risks
  • Support and assist in all phases of the CDBG-DR grant management process
  • Conduct periodic trainings to local staff and/or to municipalities, partners, subrecipients, subgrantees, contractors, and managers, as needed, to ensure compliance with funding regulations and requirements, including, CDBG-DR grant and local administrative practices, to meet performance objectives and ensure adherence to all applicable regulations and requirements.
  • Assist in the development and changes to policies, guidelines, and standard operating procedures
  • Work with contractors to prepare all compliance reports required by the CDBG-DR program; reports could include, but not limited to, monthly status reports, Section 3 compliance reports and MWBE reports

Additional tasks include:

  • Manage data and input data into data management systems
  • Interface with the subcontractors both under Tetra Tech and the client
  • Communication with senior leadership staff from clients including elected officials
  • Attend client's internal staff meetings
  • Interface with the public
  • Attend meetings with US HUD and/or State officials
  • Respond quickly to managers, supporting the implementation of projects and organizational efforts to ensure timely, cost effective delivery of high-quality products.
  • Must be available for short-term or long-term travel to support client/project needs such as project site visits and out-of-office meetings.

Qualifications

The ideal candidate will have management experience with developing and implementing a CDBG-DR program for local, county, and/or state programs.   They will have experience implementing a mitigation program that includes planning, housing, infrastructure, and multi-sector programs/projects/activities.

The successful candidate will have experience working with contractors implementing CDBG, CDBG-DR, or CDBG-MIT projects, compliance requirements, monitoring and reporting for US HUD's CDBG, CDBG-DR, or CDBG-MIT programs, experience managing staff and providing strategic direction, experience managing process for CDBG, CDBG-DR, or CDBG-MIT invoice reimbursements, and understanding of the Environmental Reviews of Record and Historic Preservation review process. The ideal candidate will also have working knowledge of HMGP, Flood Mitigation Assistance, FEMA 404 and 406 funding. 

The successful candidate should have experience with public speaking, past experience working with local and county government officials on disaster recovery, delivering presentations, and facilitating focus groups.  Must have good written and verbal communication skills, and good mathematical skills.
