Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including Egypt, Tunisia and the West Bank and Gaza. USAID has engaged MSI to conduct several performance evaluations of economic growth and job creation programs between October 2023 and April 2024. These evaluation seek to assess the effectiveness and sustainability of these programs. These evaluations will take place across three different countries including Egypt, Tunisia, and the West Bank and Gaza,at different times between October and April. Position Summary:

The Senior Economic Evaluation Expert will provide flexible support to the implementation of one or two of the performance evaluations being commissioned by USAID as agreed with the MSI Headquarters team. For each evaluation, the Expert will contribute to identifying relevant secondary literature; inputs into the evaluation framework; inputs into the design of the evaluation approach and selection of methods; review and quality assurance of data collection instruments; high level analysis excluding no modeling; and suggestions to help formulate actionable recommendations. The period of performance is on/about October 2023 – April 2024. The total level of effort is expected to be up to 60 days.

 

Responsibilities:

  • Participate in evaluation inception meetings with USAID and the implementing partner for each assignment evaluation.
  • Participate in a team planning workshop (TPW) for each evaluation assignment with evaluation team members to refine the evaluation design/ work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables.
  • Input into the design of the evaluation approach and data collection instruments.
  • Contribute to data analysis in accordance with the evaluation workplan.
  • Provide comments on draft and final evaluation reports, including responding to comments from USAID and MSI.
  • Support MSI's presentation(s) to USAID regarding findings, conclusions, and recommendations from the evaluations.

 

Qualifications:

  • Master's degree in economics, international studies, or related discipline required.
  • Minimum eight years of relevant experience in monitoring and evaluation required.
  • Experience in qualitative research methods for data collection and analysis, including conducting literature review/desk studies, semi-structured interviews, key informant interviews, and group discussions is required.
  • Experience leading evaluation teams, including overseeing data collection and analysis is required.
  • Experience working in the Middle East and North Africa region, preferred.
  • Experience conducting evaluations of USAID-funded economic growth activities, preferred.
  • Understanding of USAID's objectives, approaches, and operations.
  • Knowledge of USAID program cycle and USAID evaluation requirements and relevant Agency guidance, preferred.
  • Knowledge and understanding of private sector and public sector development required.
  • Strong client-facing communication, presentation, and advanced writing skills required.
  • Fluency in written and spoken English required.
