Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Third-Party Monitoring and Third-Party Verification (TPM/TPV) Advisor will lead all activities related to TPM ensuring a comprehensive and effective approach. The TPM/TPV Advisor will be supporting activities across all jurisdictions in response to USAID's needs. The Advisor will conduct an annual poll to assess the usefulness of TPM and/or TPV information for decision-making, record quarterly TPM/TPV site visits or tasks, track the average time for TPM/TPV report submission, lead Component 2 activities in collaboration with USAID, and offer additional backup support to Components 1 and 3. The Advisor will report directly to the Senior Monitoring and Evaluation (M&E) Director.

 

Responsibilities:

  • Support TPM/TPV activities across all jurisdictions in a flexible approach responsive to USAID's needs.
  • Develop and implement a TPM/TPV operations manual for use by TPM/TPV monitors in the field.
  • Work closely with USAID's technical offices to identify their TPM/TPV needs and provide support.
  • Conduct an annual poll to measure the percentage of USAID staff who find TPM and/or TPV information useful for decision-making and collect poll data by country, office, and gender.
  • Record the number of TPM/TPV site visits or tasks on a quarterly basis, with data categorized by country, office, and TPM/TPV.
  • Track the average number of days for TPM/TPV report submission time (from site visit to report) on a quarterly basis and record project details, country, office, and TPM/TPV information.
  • Lead Component 2 activities, including collaborating with USAID to identify TPM/TPV activities and indicators, developing TPM methodologies, and presenting findings.
  • Collaborate with the Chief of Party (COP) and Senior M&E Director to develop presentations on findings.
  • Offer additional backup support to Components 1 and 3 as time allows.
  • Collaborate with the COP and Senior M&E Director to develop presentations on findings.
  • Collaborate on best practices in thoughtfully integrating learning from program monitoring and context monitoring efforts.

 

Qualifications:

  • Bachelor's degree in economics, evaluation, or a related development field required.
  • Minimum 10 years of hands-on experience in designing, implementing, and reporting on monitoring efforts required.
  • Experience in leading or advising senior staff on complex TPM efforts required.
  • Experience liaising effectively with multiple agencies/clients required.
  • Experience managing diverse workloads, meeting tight deadlines, and adhering to schedules required.
  • Strong knowledge of USAID project planning and procedures required.
  • Strong writing skills for the production of high-quality reports and documentation required.
  • Strong interpersonal and communication skills required.
  • Ability to continuously improve processes and outcomes required.
  • Proficient in computer skills, especially in Windows and Microsoft Office applications required.
  • Professional proficiency in English, both written and verbal required.
