Department Purpose

The OWCN is responsible for responding to oil spill impacts to wildlife throughout the state of California. As a program within the Karen C. Drayer Wildlife Health Center, this multidisciplinary unit focuses on the health of free-ranging and captive terrestrial and aquatic wild animals. As a Center of Excellence within the One Health Institute, it supports the One Health approach, recognizing that the health of domestic animals, wildlife, and people are inextricably linked with each other and the environment. At UC Davis, it is the organization under which faculty, staff, students, and other partners come together to address the complex issues surrounding conservation and health in a changing world, such as zoonotic diseases that impact animals and humans. The Wildlife Health Center administers high-profile wildlife conservation health programs and is the leader in oil spill response and preparedness nationwide.

Job Summary

The Director of the Oiled Wildlife Care Network (OWCN) is responsible for the overall management, leadership and directing activities of the OWCN. This includes overseeing a budget of over $3.25 million a year in annual expenditures; external contracts; oil spill response and preparedness; facility construction and maintenance; equipping, training, and supplying network participants; establishing research priorities and conducting research; volunteer programs and outreach; and future program expansion/development. Represent the OWCN, the Karen C Drayer Wildlife Health Center (KCDWHC), the One Health Institute (OHI), and School of Veterinary Medicine at the state, federal, and international level.

RECRUITMENT PERIOD ONE MONTH: Applicants will be screened on a weekly basis. The position can be filled prior to the removal date.

This position may be eligible for remote and/or hybrid remote work arrangements.

WORK ENVIRONMENT

• Subject to Medical Surveillance procedures and review in accordance with Federal and State Laws, Regulations and University policy (including vaccination policy for COVID-19 and influenza).
• Travel throughout California and for extended periods of time for spill response, meetings, conferences, trainings, and spill drills.
• Work long hours in a variety of conditions on short notice.
• Work with a variety of people in both small and large teams.
• Work in inclement weather, at times walking/hiking for long distances or long periods, or on a boat for several hours.
• Wear personal protective equipment and protective clothing, including in hot, humid environments and/or while working long hours or while walking/hiking long distances.
• Lift up to 50 lbs. of equipment and supplies.
• Work with or be in areas where hazardous materials and/or infectious diseases are present.
• Work with potentially dangerous wildlife.
• Work occasional overtime, holidays, and weekends.
• Restricted vacation during peak periods.

MINIMUM QUALIFICATIONS

Minimum License/Certification:

• Ability to obtain 24-hour HAZWOPER certification within 30 days of employment and HAZWOPER for Supervisors and 40-hour HAZWOPER training within the first year.

Minimum Education/Experience:

• BS degree in biological sciences (ecology, wildlife biology) and/or 15+ years of leadership experience in the oiled wildlife preparedness and response field.

Minimum Knowledge, Skills, and Abilities (KSA):

• Demonstrated leadership and supervisory skills and a background in program management and implementation, including preparing and managing budgets and supervising highly trained staff.
• Problem solving skills to anticipate and analyze problems, devise solutions, and implement positive and effective changes.
• Excellent oral and written communication skills and advanced skills in diplomacy, including high quality interpersonal skills to work as a leader and team player on both small and large teams.
• Organizational skills and flexibility to adjust workload and priorities and respond to diverse and changing deadlines and needs.
• Knowledge and experience in teaching (both members of the public and professionals) and research (including study design and implementation).

PREFERRED QUALIFICATIONS

Preferred License/Certification: 

• Appropriate federal/California state veterinary and DEA license (or ability to acquire required licenses within 6 months of hire).

Preferred Education/Experience:    

• DVM/VMD/BVSc degree (from an accredited school of veterinary medicine) and additional advanced degree (Masters or PhD) in a related field or Board certification (ACZM or ABVP-Avian).
• Experience in emergency response and/or management, including experience acting within an Incident Command System (ICS).

Preferred Knowledge, Skills, and Abilities (KSA):

• Knowledge of wildlife capture, rehabilitation, and conservation efforts, including general knowledge of and skills in animal capture, handling, and husbandry, and ability to work around/with animals who are distressed due to oil contamination.
• Skills to communicate medical information in lay terms to wildlife biologists, rehabilitation volunteers, and the public.
• In-depth understanding of the public's concern for humane care of animals and the use of animals for teaching and research within the context of animal welfare laws and regulations.
