Hiring/Budgeted Salary or Hourly Range: The budgeted hourly salary range that the University reasonably expects to pay for this position is $36.16 -$39.99/hr.

Full Salary Range: The full hourly range for this position is $32.18 - $57.28/hr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties

Under general supervision, coordinates the efforts of the campus Hazardous Waste Program which is responsible for providing cost-effective hazardous waste management in compliance with federal, state, and local regulations. Provides customer service for chemical pickups, emergency spill response, and assistance on shipping hazardous materials. The Program is also responsible for pollution prevention, regulatory reporting, and maintaining campus emergency response capabilities.

Required Qualifications

●    High School Diploma

●    At least one year of relevant work experience in the operational aspects of the hazardous waste field including knowledge of applicable  federal, state, and local laws and regulations.

●    At least three years of relevant work in the environmental health and safety field or lab/manufacturing operations.

●   Solid, comprehensive working knowledge / understanding of a hazardous waste field, including related laws and regulations, and general      understanding of all EH&S fields.

●  Solid organizational skills to plan, organize, and prioritize multiple projects.        

●  Excellent written, verbal, and interpersonal skills to communicate effectively in a diverse environment.

 

Preferred Qualifications

●   Bachelor of Arts/Science degree in Biochemistry, Biology, Chemistry, Environmental Sciences, Geology, or relevant technical field.

●    Strong background in the chemistry of hazardous materials including knowledge of organic/inorganic chemistry, hazardous materials, toxicity of hazardous materials, hazard classifications/chemical incompatibilities, chemical handling procedures, and personal protective equipment, preferred.

 

Licenses/Certifications

●   Must possess current HazWOPER certification within six months of Employment.

●   Maintain a valid CA driver's license, a clean DMV record and enrollment in the DMV Employer Pull-Notice Program

Job Functions and Percentages of Time: 

  • 65% Hazardous Waste Program Operations - Performs all operational (technical & field) aspects of the campus Hazardous Waste Program in accordance with applicable Federal, State, and Local regulations as well as campus policies and procedures. Supervises part-time employees in program operations. Trains campus personnel on correct disposal procedures. Performs routine collection of hazardous materials/waste and universal waste from a variety of locations on and off campus. Reviews pickup requests for waste acceptance and safe transportation procedures. Performs the collection, packaging, and disposal of all laboratory sharps (e.g. hypodermic needles, syringes, razor blades and scalpel blades), as well as glass items defined by the Medical Waste Management Act. Segregates the various types of sharps waste, including chemically contaminated sharps, bio-hazardous sharps, and non-hazardous sharps. Independently performs the full scope of duties related to the dangerous goods and hazardous materials shipping program, including the preparation of shipping papers for campus personnel using the appropriate software required by the transporters. Properly marks and packages various chemicals that are shipped from laboratories Performs the segregation, transportation, processing, packaging, manifesting, and preparation for shipment of hazardous materials/waste. Oversees activities related to proper handling, processing, and disposal of hazardous materials/waste which are managed under special and/or exclusive contracts. Develops and implements cost effective and safe procedures to package and dispose of new waste streams. Creates new profiles at appropriate disposal facilities to assure the continuous flow of hazardous waste to comply with accumulation time limits. Assists with the Surplus Chemical Program, in order to divert materials from waste and to save money. Coordinates and performs activities related to proper handling, processing, and disposal of complex waste streams (ie. gas cylinders, unknown chemicals, and reactive/unstable chemicals, including lithium compound shipments). Performs laboratory analysis of unknown chemicals (HazCat) and the emergency stabilization of reactive chemicals. Coordinates activities related to proper handling, processing, and disposal of hazardous materials/waste generated at the University's offsite satellite facilities. Performs site visits and arranges for transportation of hazardous waste with certified hazardous material transporters. Performs maintenance and housekeeping activities related to the Hazardous Waste Facility, including repairs and trouble-shooting of facility equipment. Prepares the Hazardous Waste Facility for daily usage. Independently performs the full scope of duties related to the Community Household Hazardous Waste Program with the collection, shipment, and public education of household hazardous waste.

 

  • 15% Hazardous Waste Program Compliance - Responsible for the proper management of all hazardous waste manifests generated by the campus, including correcting and signing. Performs quality assurance on all returned hazardous waste manifests for time constraints, material acceptance, and facility handling codes. Performs campus-wide environmental audits to ensure compliance with federal, state, and local regulations and/or mandates, including Title 40, Title 22, and Title 49. Corrects or reports any regulatory deficiencies while in the field, including rearranging chemical storage areas to avoid environmental incidents from occurring. Trains and educates campus faculty, staff, and students in all applicable hazardous waste and universal waste regulations while in the field. Supplies the campus with materials needed to comply with applicable regulations, such as labels, placards, and secondary containment. Performs weekly inspections of the Hazardous Waste Facility to assure compliance with all applicable regulations. Performs inspections of campus treatment units, including sampling for waste water compliance. Audits campus for illegal disposal or abandonment of hazardous and universal wastes. Responsible for regulatory reporting requirements and compliance matters related to aspects of the campus Hazardous Waste Program. Responds to campus remediation inquiries and performs appropriate remediation procedures.

 

  • 10% Hazardous Waste Program Database - Performs tracking of hazardous waste manifests and waste shipment volumes for compliance with federal and state reporting requirements. Responsible for the activities (data entry, invoicing, reporting) related to the computerized hazardous waste tracking system for waste pickups.

 

  • 10% Emergency Response - Participates in the campus Emergency Response Team and Emergency Operation Center activities and is an active member of the SCBA trained EH&S HAZ MAT Team to respond to major environmental hazards, in accordance with 29 CFR 1910.120, while on call 24/7 for campus responses. Assists in emergency response in the following EH&S programs: Radiation Safety, Bio-Safety, Industrial Hygiene, and Fire. Responds independently to minor environmental and occupational incidents and assesses incidents to determine appropriate response level. Maintains the EH&S Haz Mat truck, Emergency Response Trailer, and Campus Chemical Spill Closets with appropriate emergency response supplies. Tracks campus emergency/incident responses and notifies appropriate agencies.
