Department Overview

UCOP Operations is a dynamic, multi-disciplinary team committed to service excellence, innovation, and seamless day-to-day operation of the UC Office of the President. Our teams direct strategic leadership and support of UCOP's operations in areas including budget, financial analysis and planning, HR, real estate portfolio management, building services, financial transactions and procurement, operational and service excellence, and change management – promoting operational efficiency, financial stewardship, policy compliance, talent management, employee engagement, and infrastructure support. The team also leads strategic operational and workforce initiatives, including the development and implementation of UCOP policies. We partner closely with our clients to deliver creative solutions to organizational and operational challenges.

Position Summary

The Director, Operational Excellence Center of Expertise (OE COE) at the University of California Office of the President (UCOP) is responsible for driving organizational effectiveness through the development, implementation, and strategic and operational leadership of the OE COE. The director serves as an expert in operational and service excellence (including business process improvement, Lean Six Sigma, application of AI to operations, change management, and other related disciplines) and leads initiatives and projects that support UCOP in the achievement of operational and service excellence strategic goals. The director will lead the OE COE in supporting significant process improvement and efficiency projects, developing internal capabilities through targeted training and coaching, and driving the adoption of standardized methodologies, tools, and best practices such as Lean, Kotter Change Management, Agile, and Liberating Structures. Additionally, the director is responsible for championing and driving the adoption of Artificial Intelligence (AI) technologies, (e.g. Robotics Process Automation, GenAI, etc.), to enhance process improvements for projects supported by the COE and expanding this capability more broadly. The director will convene and lead an OE Community of Practice at UCOP, and subsequently across the UC locations, to enhance collaboration and resource sharing. The director ensures effective communication with stakeholders and across teams to maximize impact and ensure operational success. The director will ensure that initiatives improve efficiency and service experience, laying the foundation for a sustainable culture of operational and service excellence aligned with UCOP's strategic objectives and core values. In leading the OE COE, the director regularly leads projects of critical importance to the organization, tracks and reports outcomes, develops strategies in alignment with policy, and makes recommendations on resource allocation. Please note this position is hybrid preferred, remote with the ability to be on-site as required considered. Remote within California only.

Key Responsibilities

40% - Strategic Leadership of the Operational Excellence COE - Drives organizational effectiveness through the development, implementation, and strategic and operational leadership of the OE COE. Provides leadership and coaching on key projects aimed at building OE-related capabilities, improving process productivity, operational effectiveness, and service delivery, and ensures projects are resourced appropriately to achieve desired outcomes. Serves as an expert in operational and service excellence (including business process improvement, Lean Six Sigma, Agile, application of AI to operations, change management, and other related disciplines) and leads initiatives and projects that support UCOP in the achievement of operational and service excellence strategic goals. Champions and drives strategies and projects to accelerate the adoption of Artificial Intelligence (AI) technologies in process improvement efforts, identifying opportunities to leverage AI solutions (e.g., Robotics Process Automation, Generative AI, etc.) to enhance operational processes. Directs the work of the process improvement and change management specialists. Ensures the achievement of OE COE goals and objectives by leading and guiding direct and indirect reports, collaborating with strategic partners, expanding internal capabilities, and leveraging existing capabilities through a community of practice. Represents the Executive Director of UCOP Operations office on UCOP improvement and systemwide efforts as necessary. Provides leadership, oversight, and mentorship to direct reports. Responsible for the recruitment, retention, and evaluation of staff. Sets overarching, multi-year unit and individual priorities and objectives. Performs complex and advanced analysis techniques to address organizational and operational issues. Uses operational and process improvement concepts and organizational objectives to resolve the most complex issues with organization-wide impact or great political sensitivity, where analysis of circumstances and information requires an in-depth evaluation of factors. Provides collaborative leadership and consultation, strategic planning, design and facilitation, and high-level project management on complex, multi-faceted problems to achieve strategically aligned solutions. Leads cross-functional teams to solve highly complex organizational issues. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Complies with all policies and standards. Performs other duties as assigned.

25% - OE Capability Development Drives the development of internal OE capabilities and expertise through development and implementation of specialized training programs, coaching in methodologies such as Lean, Kotter Change Management, Agile, Liberating Structures, etc., and development of a network of qualified trainers and coaches in OE disciplines. Partners with UCOP stakeholders and UC campuses to support delivery of training programs and certification.

25% - Stakeholder Engagement, Strategic Partnerships and Communication - Initiates and nurtures a UCOP-wide Community of Practice to foster a culture of continuous improvement and collaboration and expands the Community of Practice across UC locations to create additional opportunities for collaboration and sharing resources. Act as a key strategic advisor and principal liaison for operational excellence initiatives, aligning departmental objectives with UCOP's strategic goals and securing broad stakeholder support. Through partnerships and direct reports, leads engagement and change efforts related to operational and service excellence objectives. Convenes and leads a UCOP OE advisory committee composed of leaders from key stakeholder groups to support the start-up and ongoing operation of the OE COE, ensuring effective integration of new methodologies and technologies and achieving UCOP operational and service excellence objectives. Develops and maintains positive relationships with key stakeholders through targeted communication strategies. Designs and implements overarching communication strategies to support organizational goals. Facilitates effective communication within the organization, ensuring alignment with strategic objectives. Crafts clear and concise messages that align with organizational goals and values.

10% - Project Oversight, Monitoring and Reporting - Track and report on the progress and outcomes of operational excellence initiatives, including direct savings and cost avoidance, to demonstrate the value and impact of the OE efforts. Evaluate the effectiveness of implemented changes and adjust strategies as necessary to ensure long-term sustainability and alignment with university goals. Create progress and feedback reports for senior executives. Analyzes data, mitigates risks, and communicates effectively with stakeholders to achieve project milestones and objectives.

 

Experience

Required Qualifications

Minimum of 8 to10 years' experience managing strategic, operational, and/or process improvement projects and change management in large organizations.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
